Housing Finance Authority Compliance Specialist
Minimum Qualifications
Bachelor's degree in Finance, Business Administration, Public Administration, or other related field. Experience in property leasing or mortgage processing may substitute for the required education on a year-for-year basis to a maximum of two years. Must possess a Driver license.
Job Specifications
NATURE OF WORK

This is professional work in housing program compliance for the Housing Finance Authority.

Employees in this class are responsible for assuring developer and management company compliance with requirements for bond-financed rental development projects. Responsibilities include reviewing project compliance requirements with developers prior to construction, monitoring construction progress, performing regular on-site audits of projects, preparing periodic reports on findings, preparing and maintaining a compliance manual, and assisting with collection and accounting of fees on multi-family projects. Some independent judgment is exercised in daily compliance activities consistent with established policies and procedures. Supervision is received from an administrative superior who reviews work for effectiveness of compliance work and achievement of desired goals and objectives.

ILLUSTRATIVE TASKS

Coordinates bond-financed rental project compliance.

Reviews project compliance requirements with developers prior to construction.

Provides training to leasing staff on compliance report structure and related policies.

Monitors progress of project construction.

Performs regular on-site audits of projects; reviews resident files, waiting lists, and management procedures; examines documentation to confirm low/moderate status, rental rate compliance, rent-cap compliance, and adherence to general Housing Finance Authority guidelines.

Follows-up with developers and management companies regarding submission of program documents as outlined in the Land Use Restriction Agreement.

Prepares and updates a compliance manual for use by developers as management companies, in accordance with federal guidelines and departmental policy.

Assists with collection and accounting of fees on multi-family projects.

Prepares monthly rental and audit reports.

Answers public inquiries and complaints concerning multi-family projects.

Performs related work as required.

KNOWLEDGES, ABILITIES AND SKILLS

Considerable knowledge of Housing Finance Authority compliance monitoring policies and procedures.

Knowledge of the principles and practices of property management.

Knowledge of legal documents, forms, and statements required for municipal bond offerings.

Knowledge of regulations and restrictions pertaining to bond-financed rental development projects.

Knowledge of public relations principles and techniques.

Ability to conduct detailed and accurate reviews of bond-financed project records.

Ability to prepare compliance audit reports based upon findings.

Ability to provide training to leasing staff employees on compliance report structure and policies.

Ability to communicate clearly and concisely, verbally and in writing.

Ability to establish and maintain effective working relations with superiors, the public and representatives of various private financial concerns.
