| Bachelor's degree. Three years of professional administrative experience in personnel administration, human resources, labor relations or a related field are required. Applicants qualifying for employment with the Miami-Dade Aviation Department will be subject to extensive security screening, including but not limited to fingerprint checks, employment verification and such other procedures as may be mandated by federal law. | NATURE OF WORK
This is highly responsible professional and supervisory work in the administration and planning of complex human resource functions for the Miami-Dade Aviation Department. An employee in this classification is responsible for such functions that include but are not limited to supervising and planning department-wide personnel administration activities by serving as the Departmental Personnel Representative; budgeting to ensure departmental position control, managing departmental personnel records to include confidential documents such as those related to Family and Medical Leave Act issues and the Department's employee files; interpreting and administering collective bargaining contracts and agreements; analyzing labor management disputes and recommending corrective courses of action to facilitate grievances, payroll provisions and other contractual stipulations. The incumbent exercises considerable independent judgment in the application of the principles of personnel management, business administration and labor relations to the effective performance of assigned responsibilities and resolution of complex personnel administration problems for a large County Department with a 24 hour/7 days a week operation. Supervision is exercised over a staff of professional and clerical employees. General direction is received from a Department Manager, who holds the incumbent responsible for the achievement of desired goals and objectives.
ILLUSTRATIVE TASKS
Supervises and administers departmental personnel management activities that include but are not limited to recruitment, compensation, employee benefits, payroll, Family Medical Leave Act (FMLA), Earned Leave Pool (ELP) Leave of Absences (LOA), FAA 10 year employment verification checks for new hires and transfers employees; scheduling physical and Alcohol/Drug Screening exams. Acts as liaison to Employee Support Services concerning mandatory and voluntary enrollments; departmental reorganization studies, labor relations, career counseling to employees; summer internship to approximately 100 high school and college students; notifying employees of retirement seminars; and conducting departmental performance evaluation reviews for fairness and equity. Manages departmental records for 1,600+ employees; accounting for departmental budget concerning position control; and personnel records and tracking through development of logs and spreadsheets. Responds to requests for personnel information from the media in coordination with the departmental Public Affairs Office. Trains and cross trains subordinate staff. Develops reports as requested by management staff. Develops and administers the Administrative Services divisional budget and provides professional budgetary assistance in the development of annual departmental budget for position control; assists internal and external auditors with verification of payroll records, as needed. Researches, analyzes, drafts, evaluates, updates and finalizes the departmental policy manual, new employee orientation manual, LOA and ELP manuals, FMLA manual, etc. Develops employee surveys to measure customer satisfaction. Compiles figures and data as requested on wage, salary and benefit surveys received from various municipalities, airport authorities, etc. Establishes and maintains automated recruitment, compensation, payroll and other personnel logs, spreadsheets and databases. Provides for PAR training to PAR supervisors throughout the department. Performs other related duties as required.
KNOWLEDGES, ABILITIES AND SKILLS
Thorough knowledge of personnel management theories, principles and practices. Thorough knowledge of the organizational structure, functions, mission, goals and objectives of the Aviation Department. Thorough knowledge of local, state and federal regulations pertaining to the personnel administration of a large County department. Considerable knowledge of supervisory principles and practices. Ability to utilize Excel, Access and various software programs to develop logs, spreadsheets and databases. Ability to communicate clearly and concisely, verbally and in writing. Ability to establish and maintain effective working relationships with subordinates, superiors, officials of labor unions, employee organizations, the FAA and other government officials at the local, state and federal level.
