| NATURE OF WORK This is advanced professional personnel management work in the recruitment and employment selection program of the central Employee Relations Department.
Employees in this class are responsible for performing specialized duties in recruitment and employment screening activities and supervising subordinate professional and other support personnel. Emphasis of the work is on supervising a recruitment team, coordinating recruitment plan development with assigned departments, and developing and implementing recruitment plans for a variety of County positions. Incumbents exercise considerable judgment and analytical ability in carrying out assigned responsibilities and in dealing tactfully and persuasively with departmental officials and employees. Supervision is exercised over the development and implementation of recruitment plans. Supervision is received from a professional superior who reviews work for quality of results and service provided to various departments and agencies.
ILLUSTRATIVE TASKS
Plans, assigns and reviews the work of a staff of professional and clerical subordinates engaged in the preparation, development and implementation of County recruitment and screening activities.
Coordinates and supervises recruitment plan development; reviews and approves recruitment plans developed by team members; monitors implementation of recruitment activities including advertising, type of recruitment and type of screening tools.
Coordinates and monitors eligible list distribution and maintenance.
Writes recruitment plans and reviews with supervisor; reviews recruitment plans with assigned departments, resolves problems, and plans for future employment needs of departments.
Assists in the review of current screening tools and in the development of alternative screening methods or revision of current methods.
Provides assistance to recruitment teams with recruitment plans through identifying appropriate screening tools.
Performs related work as required.

Considerable knowledge of principles and procedures relating to public personnel and County merit system administration.
Considerable knowledge of County recruitment and employment policies and processes.
Considerable knowledge of the functions of County departments and agencies in the area of assignment.
Knowledge of test construction principles and techniques.
Knowledge of the classification structure of the County pay system.
Ability to supervise subordinates in a manner conducive to full performance and high morale.
Ability to establish and maintain effective working relationships with County officials, employees and the public.
Ability to develop recruitment plans to meet the needs of County departments and agencies.
Ability to interpret and explain County employment and personnel practices, policies, rules and regulations.
Ability to develop announcements for a variety of occupations.
