Minimum Qualifications
Bachelor's degree in Human Resources Administration or Business Administration; or Bachelor's degree and one year of experience in personnel administration are required.

NATURE OF WORK

This is advanced professional work in the classification of positions and related wage and salary administration in the central Employee Relations Department.

Employees in this class are responsible for performing a variety of difficult and complex assignments in various phases of position classification and wage and salary administration. Incumbents serve as specialists to assigned groups of departments and may serve as team leaders in the conduct of special occupational or job analysis studies. Responsibilities include analysis and classification of a wide variety of positions, development of recommendations for new or revised classification titles, series or pay adjustments, preparation of classification specifications for a variety of positions and development of new or revised minimum qualification standards for various classifications. Incumbents advise departmental and personnel officials on appropriate classifications in projected major reorganizations, classification criteria at various grade levels. appropriate pay determinations in non-routine personnel actions and related salary administration information. Duties require the exercise of considerable judgment in the application of classification theories, principles and methods and the ability to deal tactfully and persuasively with officials in departments and agencies. General supervision is received from a professional or administrative superior who reviews recommendations and reports and evaluates completed work for quality of results in the application of theories, principles, procedures and regulations.

ILLUSTRATIVE TASKS

Receives a variety of classification requests; discusses duties and responsibilities of positions under review by field audit; advises departmental officials of alignment effects of given classification requests on other positions, overlapping functions or organizational relationship problems; prepares audit reports with recommendations for appropriate action.

Advises departmental officials on results of audits as inquiries are received, explaining classification standards and criteria; answers inquiries on the nature of qualification requirements relating to positions audited.

Receives requests for establishment of new class titles or for study of existing series of classes to determine if current occupational titles and pay ranges are appropriate; plans and conducts occupational studies of such classes by review of previous allocations and relevant classification specifications, conduct of field audits and discussions with supervisors concerned; prepares comprehensive reports of findings and recommendations for titles and pay for incorporation in the Pay Plan.

Plans and conducts job analysis studies; assigns work to employees participating in the studies; interviews incumbents occupying positions under study; finalizes statements of tasks, knowledges and skills and environmental conditions; compiles final information and refers for further study in the validation process.

Confers with departmental supervisors on appropriate qualification standards for new classes of positions or revisions in existing standards; prepares final recommendations for standards to be used in merit examination and recruitment for selection of applicants.

Drafts detailed narrative classification specifications for a variety of positions including specifications for new classifications; keeps abreast of need for changes in such specifications as occupational changes occur.

Audits non-routine personnel actions for appropriate pay determination, accuracy of status and anniversary dates and related information; contacts personnel officials in departments for correction as needed.

Obtains salary data from other governmental jurisdictions or industry by field or telephone contact; reviews, compares and compiles data and recommends action based on findings.

Performs related work as required.
