Seaport Cargo Operations Manager
Minimum Qualifications
High school diploma or GED. Four years of experience in the operational phases of a seaport facility to include experience in passenger terminal, cargo terminal, or berthing operations are required. Applicants qualifying for employment with the Miami-Dade Seaport Department will be subject to extensive security screening, including but not limited to fingerprint checks, employment verification, and other such procedures as may be mandated by federal, state, or local requirements. The security clearance required by federal law is a continuing condition of employment.

NATURE OF WORK

This is responsible supervisory work in the management of cargo operations at the County seaport.

An employee in this class is responsible for supervising and coordinating cargo operations and services at the County seaport facility. Emphasis of the work is on supervising subordinate seaport superintendents engaged in monitoring daily cargo operations and activities, supervising various revenue-generating functions at the seaport, and enforcing seaport rules, regulations and policies pertaining to cargo operations and services. Duties include supervising operation of the seaport highway and railroad bridges, and preparing and maintaining a variety of records and reports. The incumbent exercises independent judgment in supervising and coordinating seaport cargo operations, inspections and services. Supervision is exercised over a staff of seaport superintendents with assigned responsibilities in various phases of cargo operations. Supervision is received from an administrative superior who reviews work through personal observations, personal conferences and written reports for effective management of seaport cargo operations.

ILLUSTRATIVE TASKS

Plans, assigns and reviews the work of subordinates engaged in supervising, monitoring and inspecting seaport cargo transit sheds and cargo areas, and enforcing established seaport rules, policies and regulations.

Exercises responsibility for providing daily water service to vessels and inspecting water meter readings for accuracy prior to billing.

Supervises the collection and accumulation of cargo documents, including manifests and dock receipts to be processed through seaport accounting operations.

Supervises daily electrical connections of reefers and prepares monthly billing for electricity; ensures accuracy of electrical meter readings for tenants and prepares bills for consumption of electrical power.

Enforces established seaport rules, regulations and policies pertaining to cargo operations and activities.

Prepares damage reports concerning damages to transit sheds and cargo areas.

Prepares and processes service requests for maintenance and repair work in cargo areas.

Supervises scale house operations and operation of seaport highway and railroad bridges.

Ensures proper operational condition of firefighting equipment in cargo transit sheds, port offices and tenant offices.

Maintains files and records pertaining to cargo operations and activities.

Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.

Performs related work as required.
