Seaport Property Manager
Minimum Qualifications
Bachelor's degree. Two years of experience in the negotiation of leases and/or the management of real property are required. Applicants qualifying for employment with the Miami-Dade Seaport Department will be subject to extensive security screening, including but not limited to fingerprint checks, employment verification, and other such procedures as may be mandated by federal, state, or local requirements. The security clearance required by federal law is a continuing condition of employment.

Nature of Work

This is advanced specialized property management work for the Miami-Dade Seaport Department.

Employees in this class are responsible for performing a variety of property management duties in the negotiation of agreements, and leasing and inspection of seaport properties. Emphasis of the work is on negotiating and preparing a variety of agreements and leases, maintaining favorable tenant relations, inspecting lease seaport properties for compliance of terms and conditions, and conducting research pertaining to the utilization of seaport properties. Incumbents exercise independent judgment in the negotiation of lease agreements and in assuring work is performed in accordance with departmental requirements. Supervision is received from an administrative superior who reviews work for effectiveness in negotiating and preparing agreements in conformance with applicable policies, procedures and regulations.

Illustrative Tasks

Negotiates and prepares seaport leases and amendments.

Initiates and maintains ongoing tenant relations to assure a favorable working relationship between lessees and seaport administration; acts as departmental liaison with all tenants and administers seaport leases, contracts and permits; coordinates and manages marketing/advertising of available port property opportunities.

Inspects, evaluates and monitors leased seaport property for compliance with terms and conditions; recommends repairs or removal of unsafe or economically unsound structures.

Reviews a variety of construction plans submitted by seaport tenants for seaport staff review; recommends approval and coordinates efforts to ensure compliance.

Conducts or attends various meetings concerning planning, construction and implementation of a wide range of projects including seaport roads and buildings.

Assists in preparing recommendations for new facilities at the Port of Miami, including additions or modifications to buildings, pavement stripping and parking.

Coordinates appraisals for seaport property and develops rate increases in accordance with revised valuations.

Performs related work as required.

Knowledge, Skills and Abilities

Thorough knowledge of real property management, contract management and commercial and industrial property leasing.

Thorough knowledge of the principles of contract management and the application to management of County-owned seaport.

Thorough knowledge of public relations principles and techniques.

Thorough knowledge of the design, construction and operation of seaport roads, utilities, docking areas and other seaport facilities.

Knowledge of applicable federal, state and local laws pertaining to lease agreements and seaport property management.

Ability to use tact and persuasion in the negotiation of leasehold interests for agreements at seaport properties.

Ability to prepare complex leases, agreements and amendments for seaport properties and facilities.

Ability to establish and maintain effective working relationships with superiors and seaport property lessees.

Ability to prepare clear and concise reports and correspondence.

Ability to monitor the use of seaport properties to assure compliance with the provisions of lease agreements.

Ability to review proposals for new seaport facilities.

Ability to communicate clearly and concisely, verbally and in writing.
