Seaport Construction Inspector
Minimum Qualifications
High school. Two years of experience in land or marine surveying, or in inspecting marine construction projects are required. Applicants qualifying for employment with the Miami-Dade Seaport Department will be subject to extensive security screening, including but not limited to fingerprint checks, employment verification, and other such procedures as may be mandated by federal, state, or local requirements. The security clearance required by federal law is a continuing condition of employment.
Job Specifications
NATURE OF WORK

This is technical work in engineering construction inspection for the Seaport Department.

An employees in this class is responsible for inspecting a variety of marine and civil engineering construction projects to assure compliance with legal requirements and construction specifications. Responsibilities include inspecting work performed by private contractors, interpreting plans and specifications, examining building materials and investigating engineering-construction related complaints. The incumbent works with considerable independence in the application of building construction knowledges to the inspection of seaport construction projects. Supervision is received from a professional superior who reviews work through personal conferences and written reports for satisfactory completion of assigned responsibilities.

ILLUSTRATIVE TASKS

Inspects seaport construction projects and services in a liaison capacity between engineers and subcontractors for marine structures, building or road jobs under construction.

Reviews plans and specifications to assure accuracy in construction; inspects concrete, makes slump tests; takes samples of construction materials for laboratory tests.

Inspects all seaport dredging and construction including marine structures, fenders, bulkheading, and bridges; checks grade plans, checks sub-base for bearing and soil types, sub-grade for density, rock base for quality, quantity and finish; checks surface for prime coat and asphaltic concrete; confers with contractors and assures that county standards are followed; prepares written reports on progress on a percentage of completion basis.

Assists contractors and engineers in interpretation of seaport plans and specifications; checks lay out and grades of structures using transit and level; checks materials and makes arrangements for tests by approved laboratories as jobs progress; surveys construction work as required.

Investigates complaints and evaluates requests concerning seaport construction; investigates water or flooding conditions, poor ships' bays, leased lots and roadway conditions, and reports to superiors.

Performs related work as required.

Thorough knowledge of the principles and practices; methods and materials of marine and building construction.

Thorough knowledge of construction plans and specifications.

Considerable knowledge of the basic principles of civil and marine engineering.

Considerable knowledge of the principles and practices of modern land surveying.

Considerable knowledge of laws, regulations, administrative requirements, and county standards pertaining to seaport construction projects.

Ability to make detailed technical inspections of marine and civil engineering projects and enforce contract terms and regulations firmly, tactfully, and impartially.

Ability to read and interpret blueprints, construction plans, and specifications.

Ability to detect, analyze, and report on technical field construction inspection problems.

Ability to communicate clearly and concisely, verbally and in writing.

Ability to swim.

Skill in the use of modern surveying equipment.
