Seaport Custodial Services Chief
Minimum Qualifications
High school. Six years of experience in a large-scale housekeeping and custodial services are required. Applicants qualifying for employment with the Miami-Dade Seaport Department will be subject to extensive security screening, including but not limited to fingerprint checks, employment verification, and other such procedures as may be mandated by federal, state, or local requirements. The security clearance required by federal law is a continuing condition of employment.

NATURE OF WORK

This is advanced and responsible administrative and supervisory work planning and directing activities of the Seaport Housekeeping Division.

An employee in this class is responsible for directing, coordinating and supervising subordinates engaged in housekeeping of Port of Miami roadways, parking areas, passenger terminal complexes, cargo warehouses and other building facilities. Responsibilities include procurement of supplies and equipment, establishing divisional objectives and directing divisional priorities, evaluating the effectiveness of housekeeping activities, preparing divisional budgets, and establishing procedures to improve the quality of housekeeping operations. The incumbent exercises considerable independent judgment in managing Seaport custodial services to achieve established goals and objectives. Supervision is exercised through subordinate supervisors over a staff of maintenance employees engaged in a variety of custodial tasks. General supervision is received from an administrative superior who holds the incumbent responsible for the professional management of Seaport custodial services functions and activities.

ILLUSTRATIVE TASKS

Plans, assigns and reviews the work of subordinate supervisors and subordinate service and maintenance employees engaged in housekeeping of Port of Miami roadways, parking areas passenger terminal complexes and other Seaport facilities.

Establishes divisional objectives and redirects priorities as necessary to effectively maintain housekeeping and custodial maintenance; conducts personal inspections of Seaport areas to review effectiveness of housekeeping activities.

Prepares and administers annual budget for division; reviews budget reports and recommends implementation of budgetary changes, reductions or additions to maintain or improve operational effectiveness.

Directs the analysis of division warehousing, physical inventory, work schedules, and makes recommendations for changes to improve operations; supervises the procurement of equipment, tools and supplies.

Establishes and maintains effective working relationships with other public and private agencies including the Department of Environmental Resource Management, U.S. Department of Agriculture, U.S. Customs, International Longshoreman's Association, and others.

Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.

Performs related work as required.

KNOWLEDGES, ABILITIES, AND SKILLS

Thorough knowledge of the principles of management as they apply to large-scale housekeeping operations.

Thorough knowledge of the materials, methods and equipment used in large-scale custodial operations.

Thorough knowledge of the special housekeeping and custodial requirements of the County Seaport facility.

Thorough knowledge of the geography of the Port of Miami including road network, passenger facilities, cargo facilities, and office buildings.

Considerable knowledge of budget preparation and administration.

Considerable knowledge of public relations principles and techniques.

Ability to supervise subordinates in a manner conducive to full performance and high morale.

Ability to evaluate the effectiveness of housekeeping operations and redirect priorities as necessary.

Ability to communicate clearly and concisely, verbally and in writing.

Ability to establish and maintain effective working relationships with a variety of public and private organizations.

Ability to prepare annual budget documents and administer an annual budget.
