| Minimum Qualifications | |
| Bachelor's degree in Engineering. A minimum of five to ten years of progressively responsible professional experience in the planning and development of major engineering and construction projects for seaports, major building facilities or large scale public works projects to include three years in a supervisory capacity are required. Must possess a State of Florida Professional Engineer license at the time of appointment. Applicants qualifying for employment with the Miami-Dade Seaport Department will be subject to extensive security screening, including but not limited to fingerprint checks, employment verification, and other such procedures as may be mandated by federal, state, or local requirements. The security clearance required by federal law is a continuing condition of employment. | |

| This is highly responsible professional engineering work in planning and directing construction operations for the Seaport Department.
An employee in this class is responsible for planning, directing and coordinating the design, construction, renovation, general maintenance and housekeeping functions of all Seaport facilities. Responsibilities include implementing large and complex long-range construction development programs, directing engineering and architectural design, surveying, construction management, field inspections and contract administration. The incumbent exercises extensive independent judgment in the application of the principles of architectural and engineering planning, design and administration for the development of these projects. Supervision is exercised over a staff of professional, technical, trades, custodial and clerical subordinates with assigned responsibilities in various phases of construction, maintenance and housekeeping operations or administration. Direction is received from an assistant director, who reviews work through personal conferences and written reports and holds the incumbent responsible for the professional management and effective execution of the Seaport construction program.
Illustrative Tasks
Plans, directs and coordinates design and construction programs for the continuing expansion and renovation of the Seaport Department.
Plans, manages, and implements all improvement to Port facilities.
Plans, assigns and reviews the work of professional, technical, trade, custodial and clerical subordinates engaged in various phases of construction, maintenance and housekeeping operations, including engineering and architectural design, surveying both on land and water, construction management, field inspection of contractor activities, construction contract administration and engineering office functions, renovations and improvements.
Plans and implements complex coastal construction projects, including deepening existing channels by dredging, crating new island land masses and enlarging seaport operating areas through proper utilization of dredge material, construction of additional ship berthing capacity by bulkheading with sheet piling the littoral of Dodge and Lummus Islands, preparing of sub-surface, surface and finish grade for roads and truck parking areas and construction of mooring dolphins, fenders, channel markers, utilities and dikes.
Supervises the development of construction bid specifications; conducts final analysis and review of projects in concept stage; develops funding requirements during design stages; maintains cost controls and reviews and approves contractor invoices and payments during construction phases.
Oversees preparing of material and service purchase orders and contracts; evaluates bids; makes recommendations for award of bids; inspects contractor's facilities.
Supervises the construction of office buildings, passenger terminals, bridges and water and sanitary utilities.
Monitors environmental compliance requirements pertaining to the construction of coastal facilities.
Investigates and directs preparations of cost estimates for repairs, modifications and equipment installation for existing seaport infrastructure.
Coordinates construction operations and activities with representatives of local, state and federal agencies, and with port tenants, port users and other departmental officials.
Makes recommendations requiring hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee's performance.
Performs related work as required.
