DERM RECOVERY AND MITIGATION MANAGER
Minimum Qualifications
Bachelor's degree in Engineering. A minimum of four to seven years of progressively responsible professional engineering experience in the environmental field to include two years of supervisory experience in an environmental management program are required. Must be a State of Florida Registered Professional Engineer or be able to obtain licensure within one year of appointment.

NATURE OF WORK

This is highly responsible professional managerial work in planning and directing activities of the Water Management Division of the Department of Environmental Resources Management.

An employee in this class is responsible for planning, directing and coordinating water management programs to protect, restore, enhance and conserve water resources of the county while protecting against damage to life and property from storms, floods and hurricanes. Responsibilities include management of the Dade County Stormwater Utility, implementation of countywide stormwater regulations, implementation of federal insurance administration flood plain management requirements, administration of the Stormwater Utility Capital Improvement Program, administration of the South Florida Water Management District's delegated surface water drainage permitting program, participation in stormwater master planning, monitoring and evaluating stormwater discharges to the surface waters of Dade County, and administering a countywide water control program including the secondary system of flood control, drainage and water conservation works. The incumbent exercises considerable independent judgment and technical expertise in application of advanced engineering knowledges to the management of complex water management activities. Supervision is exercised through subordinate supervisors over a staff of professional, technical and clerical employees assisting in various phases of division operations. General direction is received from an Assistant Department Director who holds the incumbent responsible for the professional management of Water Management Division activities and achievement of desired goals and objectives.

ILLUSTRATIVE TASKS

Directs and coordinates, through subordinate supervisors, management of the Dade County Stormwater Utility, billing system and customer service activities including financial management and contract administration, maintenance of stormwater databases, participation in stormwater system master planning, and intergovernmental project coordination.

Supervises and coordinates, through subordinate supervisors, monitoring and evaluation of stormwater discharges to the surface waters of Dade County, administration of the federally-mandated Environmental Protection Agency joint permit program, conduct of regular inspections of potential pollution sources from illicit connnections to storm sewers, enforcement of applicable County codes, and interpreting and reporting surface water quality data.

Directs and supervises, through subordinate supervisors, administration of the countywide water control program including secondary system of flood control drainage and water conservation works and administration of the Stormwater Utility Capital Improvement Program.

Supervises and directs, through subordinate supervisors, coordination of activities on the primary and secondary canal systems with the South Florida Water Management District, review of subdivision drainage projects for environmental impacts, administration of right-of-way activities affecting the canal system, review of stormwater drainage projects to ensure adequate drainage, and administration of the Dade County and federal Flood Criteria Program.

Ensures enforcement of Dade County and South Florida Water Management District regulations applicable to water management programs.

Coordinates water management activities with other local, state and federal agencies, citizens, developers, engineers, environmental organizations and other interest groups.

Keeps abreast of applicable state and federal regulations, and changes thereto.

Administers the South Florida Water Management District's delegated surface water drainage permitting program.

Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.

Performs related work as required.

Extensive knowledge of scientific theories, principles and practices of environmental science and civil engineering.

Extensive knowledge of local, state and federal rules and regulations pertaining to water resources management.

Thorough knowledge of local and regional water management programs and activities.

Thorough knowledge of engineering plans and designs utilized in the resolution of stormwater flooding and water quality problem areas.

Ability to supervise, through subordinate supervisors, the work of subordinates in a manner conducive to full performance and high morale.

Ability to enforce water management regulations with firmness, tact and impartiality.

Ability to apply advanced knowledges of civil engineering and environmental engineering to the analysis, development and resolution of complex water management problems.

Ability to solve complex problems in the planning, regulation, development and administration of environmental protection and enhancement programs.

Ability to communicate clearly and concisely, verbally and in writing.

Ability to establish and maintain effective working relationships with subordinates, superiors, and a variety of other public and private officials.
