Utility Regulation Division Supervisor
Minimum Qualifications
Bachelor's degree in Environmental, Mechanical, Chemical or Civil Engineering. A minimum of four to Eight years of professional engineering and management experience are required. Must be a registered Professional Engineer with the State of Florida.

NATURE OF WORK

This is highly responsible professional managerial work in planning and directing activities of the Utility Regulation Division of the Department of Environmental Resources Management.

An employee in this class is responsible for planning, directing and coordinating programs and activities to regulate and monitor the operation and expansion of all water and sewer utilities in Dade County to ensure an adequate level of services and protect the county's natural resources. Responsibilities include directing the review of building permit applications for compliance with environmental code requirements, review of plans for potable water treatment and distribution facilities, review of applications for construction of water supply wells, and regulation and evaluation of sewer utility services and wastewater collection, transmission and treatment. The incumbent exercises considerable independent judgment and technical expertise in the application of advanced engineering knowledges to the management of complex utility regulation activities. Supervision is exercised through subordinate supervisors over a staff of professional, technical and clerical employees with assigned responsibilities in various phases of operations. General direction is received from an Assistant Department Director who holds the incumbent responsible for the professional management of utility regulation activities and achievement of desired goals and objectives.

ILLUSTRATIVE TASKS

Directs and coordinates, through subordinate supervisors, the review of building permit applications for compliance with environmental code requirements regulating means of potable water supply, development of comments for zoning and platting applications, preparation of responses to requests for variances and appeals to the Environmental Quality Control Board, and review of zoning applications for consistency with environmental protection.

Supervises and directs, through subordinate supervisors, the review and approval of plans for potable water treatment and distribution facilities, review of applications for construction of water supply wells, evaluation of the operation of existing water treatment facilities by field inspection and routine sampling, and review of applications for building permits to ensure adequate water supply is available.

Coordinates and supervises, through subordinate supervisors, regulation and evaluation of sewer utility services and wastewater collection, transmission and treatment; monitoring compliance with sewer well field protection ordinance, monitoring private pump stations and package plants, proposing special sewer taxing districts, enforcing sewer connections, regulating and industrial waste pretreatment facilities connected to sewers, and monitoring beneficial use of sludge and effluent.

Ensures enforcement of local, state and federal regulations pertaining to domestic wastewater and potable water supply facilities.

Coordinates utility regulation activities with other local, state and federal agencies, citizens, developers, engineers, and other interests groups.

Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.

Performs related work as required.

KNOWLEDGES, ABILITIES AND SKILLS

Extensive knowledge of scientific theories, principles and practices of environmental science and civil engineering.

Extensive knowledge of local, state and federal regulations pertaining to domestic wastewater and potable water supply facilities.

Thorough knowledge of local water and wastewater utility operations, programs and activities.

Thorough knowledge of supervisory principles and practices.

Thorough knowledge of engineering plans and designs utilized in water and wastewater facilities.

Thorough knowledge of plans review and permit application processes and procedures pertaining to water and wastewater facilities.

Ability to direct and coordinate comprehensive utility regulation programs in accordance with established regulations and to achieve desired goals and objectives.

Ability to supervise, through subordinate supervisors, the work of subordinates in a manner conducive to full performance and high morale.

Ability to enforce utility regulations with firmness, tact and impartiality.

Ability to apply advanced knowledges of civil engineering and environmental engineering to the analysis, development and resolution of complex utility regulation problems.

Ability to solve complex problems in the analysis, regulation, development and administration of utility regulation programs.

Ability to communicate clearly and concisely, verbally and in writing.

Ability to establish and maintain effective working relationships with subordinates, superiors, and a variety of other public and private officials.
