| Nature of Work
This is advanced professional accounting and supervisory work for the Enterprise Services Technology Department.
An employee in this class is responsible for providing financial support functions to the department. Responsibilities include fiscal and accounting control over resources and related appropriations; recording and reporting financial activities as they occur; preparing projections of current revenues and expenditures; organizing and compiling annual budgets and monitoring variances; reviewing information on countywide IT costs and assisting operating units in finance and budgets. The incumbent exercises considerable independent judgment and professional financial knowledge in controlling the accurate recording and analysis of financial transactions used in the decision making process and ensuring the fiscal integrity of the operations conducted by the department. Supervision is exercised over subordinate professional and clerical employees with assigned responsibilities in various accounting functions. General supervision is received from a professional superior who holds the incumbent responsible for the professional management of assigned responsibilities and achievement of department goals and objectives.
Illustrative Tasks
Reviews financial reports on countywide information technology costs, and on revenue and expense variances for the resources and appropriations of the department; generates executive summaries.
Analyzes the financial accounting data related to the department and countywide information technology costs to enhance the accuracy and fiscal integrity of the information compiled and makes required adjustments.
Plans and monitors the end of period sequence of accounting entries to ensure timely production of periodic reports and comparability of financial statements.
Prepares projections of end of fiscal year revenues and expenses for the operation and capital budgets of the department, updating them monthly as variances occur.
Coordinates the formulation of the charge back rates for countywide IT services to be inserted in the County's budget preparation manual; monitors their application through charge back billing procedures.
Oversees the preparation and compiles the annual budget proposals for the operational revenues and expenses and capital investments of the department.
Directs the calculation of the information technology component of the countywide allocation of indirect cost rates applied to cost out County services supported by grants and other financial contributions.
Controls requests for procurement actions to confirm the availability of unencumbered budgeted funds; monitors the application of financial restraints in FAMIS and proposes budgetary adjustments as needed.
Supervises the processing for payment of vendor invoices for countywide telephone and other telecommunication costs and for operational and capital expenditures of the department.
Organizes and directs the billing of information technology services to private customers and client agencies of Miami-Dade County and other federal, state and municipal governments.
Manages the administration and collection of receivables due by non-FAMIS County departments, other municipal, state and federal government agencies and private users of IT services; makes accounting provisions for doubtful accounts and approves the write-off of bad debt advised by the County's collections unit.
Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; reviews employee performance reports and rates employee performance.
Performs related work as required.

Thorough knowledge of the financial and operating techniques of the Enterprise Technology Services Department.
