| NATURE OF WORK
This is advanced clerical work with some supervisory responsibility in the management of Miami-Dade County insurance benefits programs.
An employee in this class is responsible for performing a variety of duties in the coordination and administration of a variety of County group insurance plans. Responsibilities include supervising the maintenance of Leave-of-Absence accounts, maintaining accounts for County employees under the Departure Incentive Program, coordinating benefits activities for the Public Defender's Office, assisting in open enrollment processing, and coordinating other insurance benefits activities. The incumbent applies considerable knowledge of the provisions of County medical, dental and life insurance plans in the maintenance and processing of insurance benefits materials. Supervision is received from an administrative superior who reviews work for accuracy and achievement of desired goals and objectives.
ILLUSTRATIVE TASKS
Supervises the maintenance of Leave-of-Absence accounts; develops computer system enhancements to maintain Leave-of-Absence accounts on-line.
Establishes, maintains and monitors the accounts of retirees who elected the County-paid insurance option under the Departure Incentive Program, according to established procedures.
Coordinates the annual open enrollment for COBRA participants and notifies plans of changes.
Processes statements for Health and Metlife basic and optional life insurance coverage and maintains logs; directs computer input if approved.
Conducts new employee orientation group meetings; explains various insurance benefits and responds to questions.
Oversees the maintenance of accounts for Headstart staff in no pay status during summer months.
Maintains files, contracts and agenda items.
Serves in a support capacity to the Point of Service (POS) committee; prepares minutes, schedules meetings and prepares handout materials.
Participates in open enrollment processing; assists with the development and production of open enrollment materials.
Maintains medical and dental accounts for the Public Defender's Office; coordinates status changes and open enrollment with the Public Defender's Office; maintains medical, dental and life insurance accounts for judges.
Prepares all death claims.
Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.
Performs related work as required.
KNOWLEDGES, ABILITIES, AND SKILLS
Considerable knowledge of the provisions of various health and life insurance plans offerred to County employees.
Considerable knowledge of the clerical and administrative procedures required in establishing and maintaining various insurance benefits accounts.
Knowledge of laws and regulations applicable to various insurance benefits accounts and claims.
Knowledge of the principles and practices of modern office administration.
Knowledge of insurance terminology.
Knowledge of public relations principles and techniques.
Some knowledge of supervisory principles and practices.
Ability to establish and maintain insurance benefits accounts for a variety of County medical, dental and life insurance plans and programs.
Ability to establish and maintain effective working relationships with subordinates, superiors and the public and private officials.
Ability to explain insurance benefits plans and programs, clearly and concisely, to groups and individuals.
Ability to process detailed financial statements pertaining to County health and life insurance plans.
Ability to supervise subordinates in a manner conducive to full performance and high morale.
Ability to provide effective assistance in various aspects of annual open enrollment activities.
