| NATURE OF WORK
This is advanced professional and supervisory work in Miami-Dade County employee insurance benefits programs.
An employee in this class is responsible for planning, organizing, and coordinating the work of a staff of subordinates engaged in a variety of activities related to employee insurance benefits coverage. Responsibilities include serving as a contact for department personnel officers, employees, and officials of plan providers, coordinating annual group insurance open enrollment and annual group insurance optional life enrollment, and coordinating the receipt and distribution of a variety of insurance benefits plan supplies. The incumbent exercises considerable independent judgment in directing daily operations and in assisting department personnel officers, employees, and insurance providers with insurance coverage problems and issues. Supervision is exercised over a staff of professional and clerical employees performing various employee insurance benefits functions. Supervision is received from a professional superior who reviews work through personal conferences and written reports for effective management of assigned responsibilities.
ILLUSTRATIVE TASKS
Conducts annual group insurance open enrollment and annual group insurance optional life enrollment; establishes time frames, develops communication tools, schedules and participates in on-site meetings, receives and verifies paperwork, and implements changes.
Plans, assigns, and reviews the work of subordinate professional and clerical employees engaged in a variety of activities related to employee insurance coverage; advises, monitors, and assists with work in progress.
Ensures provision of verbal and written information to departmental personnel officers concerning a variety of insurance policies and procedures.
Assists individual employees with more complex and difficult insurance problems; requests that insurance providers re-evaluate payment of claims; informs employees if expenses are covered or not covered; advises employees of the consequences of changes in coverages.
Supervises subordinates engaged in the processing of various forms and documents between employees and insurance providers, such as applications for coverage, addition of new dependents, new enrollments under dependent coverage, changes in coverage, and re-enrollments.
Assists insurance providers with complex problems concerning inconsistencies in records; researches and determines causes of errors and initiates corrective action.
Supervises subordinate clerical employees engaged in processing new enrollments, adjustments, changes in coverages, refunds and overcharges for employees covered by insurance; supervises the preparation of various statements, billings, reconciliations and reports related to insurance plans.
Coordinates development and production of automated reports, including retiree reports, leave-of-absence, census reports, and COBRA notifications.
Designs inventory control procedures for the receipt and distribution of plan supplies, including claim forms, PPO directories, and summary plan descriptions.
Develops and conducts new employee orientation and retiree seminar modules.
Makes recommendations regarding hiring, discipline, and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.
Performs related work as required.
