| NATURE OF WORK
This is advanced professional work with supervisory responsibility in the administration of Miami-Dade County employee insurance benefits programs.
An employee in this class is responsible for managing employee insurance programs, negotiating contract provisions, developing insurance plan changes, analyzing insurance benefits data and projecting trends, designing Requests for Proposals to secure bids for various plan components, and supervising subordinates in the Group Insurance Unit. Responsibilities include monitoring financial disbursements, establishing collection and distribution procedures for premium collections, evaluating the effect of legislation on County insurance benefits programs, and developing procedural manuals, brochures and newsletters. The incumbent exercises considerable independent judgment and technical expertise in ensuring the efficient and effective management of County employee insurance benefit programs. Supervision is exercised over a staff of professional and clerical employees engaged in a variety of activities related to employee insurance coverage. General supervision is received from an administrative superior who reviews work for the professional management of employee insurance benefits activities and achievement of desired goals and objectives.
ILLUSTRATIVE TASKS
Supervises, through subordinate supervisors, the work of professional and clerical employees performing a variety of tasks related to employee insurance coverage.
Assists in negotiating terms and conditions of plan administration and responsibilities of plan provider.
Administers contracts for indemnity health plan and health maintenance organizations; develops and administers separate vision, dental and prescription plans.
Represents the County at state and national forums regarding health care issues affecting employee group health plans.
Monitors financial disbursements to all health plans.
Coordinates employee insurance benefits activities with flexible benefit and executive compensation programs.
Establishes procedures for collection and distribution of premiums for group medical, life, optional life, flexible benefit components, short and long-term disability plans, medical spending accounts and pre-paid legal.
Develops and distributes applicable booklets, certificates, and legal documents; prepares newsletters and procedural manuals.
Determines impact of federal and state legislation on County employee insurance plans and ensures compliance.
Reviews and analyzes Premiums vs. Claims reports, activities reports, case management summaries, and other pertinent information.
Develops a quality assurance program to monitor, evaluate and stress quality of care through plan providers; develops and administers a County wellness program.
Monitors and evaluates financial disclosures provided by health plans.
Designs RFP's to secure bids for various plan components; coordinates pre-bid conference, RFP distribution and timely receipt of bids.
Establishes committees for RFP evaluation; selects participants, develops and reviews bid criteria and scoring methodology; conducts meetings, formulates results and presents final recommendations.
Performs related work as required.

MINIMUM QUALIFICATIONS
