Zoning Plans Processor 1
Minimum Qualifications
High school diploma or GED. One year of experience in processing construction permit applications or plotting legal descriptions of property is required; or Completion of 30 semester credits to include three semester credits in Architecture, Building Construction, Land Development, Real Estate or related field.
Job Specifications
NATURE OF WORK

This is technical work in the review of construction permit applications for the Department of Planning and Zoning.

Employees in this class are responsible for assisting the public in the filing of construction permit applications and answering inquiries concerning the occupancy and use of land and buildings. Duties include reviewing construction permit applications and reference sources, resolving instances of non-compliance, securing inspection approval, and issuing occupancy and use permits. Independent judgment is exercised in the application of departmental rules, regulations and procedures to construction permit review. Supervision is received from a professional superior who reviews work through personal observations and conferences for compliance with operating procedures.

ILLUSTRATIVE TASKS

Answers inquiries from architects, building contractors and the public concerning land usage, minimum lot size and coverage, landscaping, set-backs, cubic content, wing walls, roof overhangs and drainage for buildings.

Reviews and processes applications for Certificate of Use and Occupancy; determines if applications are in compliance with required zoning regulations; identifies instances of non-compliance and advises of procedures for compliance.

Reviews deeds, plans, legal descriptions and plat restrictions to determine zoning classification and buildability of lots.

Verifies that contracts for deed and survey comply with zoning regulations and restrictions.

Uses zoning maps to locate classification by address, approximate location, metes, bounds and legal descriptions.

Reviews floor plans and site plans to determine if various code requirements including set-back, square footage and distance have been met.

Reviews building permits to determine that all final inspections have been obtained.

Reviews public hearing files to determine compliance of applications and plans submitted for lake evacuations, golf courses and other unusual uses and variances to zoning regulations permitted after hearings.

Reviews old resolutions for transfer of use and condition requirements.

Issues Certificate of Use and Occupancy permits when all code requirements are met.

Operates a computer terminal to enter permit and final inspection information.

Performs related work as required.

KNOWLEDGES, ABILITIES AND SKILLS

Considerable knowledge of departmental operating policies, rules and procedures.

Considerable knowledge of construction plans, blueprints and specifications.

Considerable knowledge of codes, laws, regulations and ordinances pertaining to construction permit applications.

Knowledge of public relations principles and practices.

Knowledge of general office practices and procedures.

Knowledge of alpha/numeric filing systems.

Ability to read and interpret construction plans, blueprints and specifications.

Ability to identify and explain code violations.

Ability to explain regulations to the public in a courteous and tactful manner.

Ability to read and follow pertinent codes, laws, ordinances and regulations.

Ability to operate a computer terminal with speed and accuracy.

Ability to understand and follow verbal and written instructions.
