| Minimum Qualifications | |
| High school diploma or GED. Three years of experience to include one year in processing construction permit applications or plotting property legal descriptions and one year in plans examination for code compliance in governmental jurisdiction are required; OR Completion of 30 semester credits from a college or university to include a minimum of 15 semester credits in Architecture, Building Construction, Land Development, Business Administration, Public Administration or a related field. | NATURE OF WORK
This is advanced technical work with some supervisory responsibility in the review of construction permit applications for the Department of Planning and Zoning.
Employees in this class are responsible for assisting the public in the filing of construction plans and answering inquiries concerning minimum zoning and land use requirements. Duties include instructing subordinates in the review of legal documents, examining construction plans for compliance with zoning requirements, resolving instances of noncompliance and preparing a variety of correspondence. Independent judgement is exercised in the application of departmental rules, regulations and procedures to construction plans review. Supervision is exercised over subordinate technical employees through assignment and review of work and provision of assistance with difficult problems. Supervision is received from a professional superior who reviews work through personal observations and conferences for compliance with operating procedures.
ILLUSTRATIVE TASKS
Supervises and participates in the review of applications for issuance of Certificate of Use and Occupancy; supervises the maintenance of a computerized records control system; instructs subordinates in the review of legal documents and interpretation of code requirements.
Reviews and processes floor plans and site plans; determines if plans are in compliance with zoning codes, regulations and resolutions; identifies instances of non-compliance and advises of procedures for compliance with distance, set-back and square footage requirements.
Examines legal documents to determine if declaration of use and affidavit forms are accurate and complete; determines if land use complies with established conditions of zoning resolutions; advises architects, building contractors and the general public concerning land use and minimum zoning requirements.
Coordinates zoning plans examination activities with other work units, departments and agencies.
Confers with chief inspectors and processors concerning the resolution of customer complaints.
Reviews public hearing and resolution files to determine transfer of use and condition requirements.
Prepares a variety of records, reports and correspondence.
Performs related work as required.

Considerable knowledge of the South Florida Building Code and related laws, regulations and ordinances.
Considerable knowledge of the legal, administrative and procedural requirements pertaining to land use and minimum zoning requirements.
Considerable knowledge of construction plans, blueprints and specifications.
Considerable knowledge of legal descriptions, property deeds and abstracts.
Knowledge of public relations principles and practices.

Ability to supervise subordinates in a manner conducive to full performance and high morale.
