| NATURE OF WORK
This is supervisory and highly advanced technical work involving the enforcement of the zoning regulations through processing of plans, zoning hearings, zoning information, zoning field inspections, maps and plats and administrative responsibilities in the planning, direction and control of each work section responsible for these functions.
Employees in this classification are responsible for the supervision of Zoning Inspectors performing work involving the application of highly advanced technical knowledge and the use of objective independent judgment to apply complex zoning code knowledge to all types of construction projects and land use situations. Plans range from low, medium and high rise multiple residential structures to commercial or heavy industrial uses involving a multiplicity of code requirements such as Developments of Regional Impact and Large Scale Development projects. Duties require the use of supervisory practices to train subordinate zoning inspectors in the application of zoning codes and procedures and the interpretation of such regulations as applied to all land use situations in each work section. Incumbents exercise independent judgment in work performance and are reviewed as required by analysis of work section reports and by conferences with Zoning Control Supervisor.
ILLUSTRATIVE TASKS
Supervises the work of the Zoning Plans Processing Section; responsible for training subordinate zoning inspectors and clerical personnel in processing all types of construction plans against zoning maps, zoning regulations and procedures; processes commercial and all other complex construction plans against required and applicable regulations; presides over large scale development meetings composed of representatives of other county departments who provide input into proposed development plans for structures prior to public hearings; makes recommendations relative to necessary code changes and/or interpretations thereto.
Supervises and participates in the work of the Zoning Hearing Section; responsible for training subordinate zoning inspectors, clerical and drafting personnel in accepting applications for all types of public zoning hearings and performing all necessary functions preparatory to public hearings such as, legal advertising, preparation of ownership sketches, courtesy notices, site inspection, hearing recommendation, agenda preparation, administration of hearing schedules, appeal procedures, all in accordance with zoning regulations and procedures; processes hearing applications against Developments of Regional Impact and coordinates conditions of hearing resolutions with other work sections to obtain compliance with all regulations.
Supervises and participates in the work of the Zoning Information Section; responsible for training subordinate zoning inspectors and clerical personnel in providing current zoning information relative to zoning maps and zoning regulations to the general public in person, by letter and by telephone; and in accepting applications for all types of certificates of Use and Occupancy; coordinates all necessary field inspections to determine if proposed use complies with South Florida Building Code, zoning regulations, subdivision regulations, Fire Department requirements, pollution and health regulations before issuance of use certificates; processes annual renewal procedure for C/Os and the distribution and sale of the Zoning Code to general public.
Supervises and participates in the work of the Zoning Field Inspection Section; responsible for training subordinate zoning inspectors in making zoning field inspections in the unincorporated areas of Dade County to determine if new and existing uses of land and property comply in all respects to the zoning regulations; insures zoning violations are corrected through explanation of zoning requirements to obtain voluntary compliance or through violation notice, court summons and enforcement procedure by the Enforcement Section and the courts; reviews daily work reports submitted by field inspectors to determine work levels and effectiveness of training and knowledge of code changes and procedures.
Supervises the work of the Maps and Plats Section; responsible for training subordinate zoning inspectors, drafting and clerical personnel to prepare official zoning maps for all zoning work sections, use maps to indicate number of lots and parcels which have been improved or on which construction has taken place; work includes house number sequences for new subdivisions, recording the decisions of the Zoning Appeals Board and Board of County Commissioners on all zoning maps and the posting on all maps, moratorium areas established by the County Manager, the County Commission and the Pollution Departments of Dade and the State of Florida; the incumbent serves as the department representative on the County's Plat Committee to provide zoning input to proposed plats for new parcels and/or subdivisions which must be approved by County Commission; studies and makes recommendations to the Department Director.

KNOWLEDGES, ABILITIES AND SKILLS
Thorough knowledge of Miami-Dade County zoning regulations, rules and procedures.
Thorough knowledge of all other applicable regulations, administrative and procedural requirements pertaining to area of responsibility.
Considerable knowledge of office and supervisor procedures and practices.
Considerable knowledge of survey and legal description data and the use of applicable mathematics to perform in area of responsibility.
Ability to read and interpret building plans, site plans, development plans, aerials, zoning maps and specifications relating to regulation requirements in area of responsibility.
Ability to communicate effectively, orally and in writing and to submit reports and maintain regulatory records.
Ability to supervise, train and direct the work of subordinates in a manner conducive to full performance and high morale.
Ability to deal effectively and tactfully with the public and to be capable of enforcing regulations firmly and impartially.
