| NATURE OF WORK
This is advanced professional technical administrative and supervisory work in directing the comprehensive information center in the Department of Planning and Zoning. Employees in this class are responsible for the coordination, review and preparation of responses to planning and zoning informational inquiries of the department which may be received in person, by phone or electronically (e-mail). The emphasis is on completing responses within 72 business hours in an accurate and professional manner. Incumbent exercise independent judgment in answering requests regarding Severable Use Rights (SUR's), prepares the Zoning Division's recommendations on all Class IV permits, road closing petitions, and assists the Director in making trend determinations. Supervision is received from an administrative superior through conferences outlining objectives and achievement of goals.
ILLUSTRATIVE TASKS
Plans, trains, assigns and supervise the work of paraprofessional technical personnel in the comprehensive information center.
Works independently using the Zoning Code and the Comprehensive Development Master Plan, i.e. Neighborhood Studies, land use regulation, planning studies and other documents to provide requested information.
Responds to inquiries from the public on the permitted use pertaining to a parcel of land using section/township and range, legal descriptions, folio or property address.
Coordinates request for complex studies and analyses in support of planning projects and proposals.
Meets with developers/attorneys to interpret covenants and agreements that run with the land.
Represents the Director and Assistant Director for Zoning at public meetings to explain zoning issues.
Responsible for safe keeping of these documents.
Prepares responses to requests from the public.
Directs and is responsible for the collection of fees pertaining to articles sold.
Reviews sections fees and recommendation changes as required.
ILLUSTRATIVE TASKS
Monitors the preparation of the transmittal of checks and cash to the Finance and Procurement Section for deposit.
Reviews expenditure reports to ensure accuracy.
Preparation of written correspondence for official zoning verification requests.
Liaison for inquiries obtained through department's website.
Advises the public on the use of SUR's.
Conducts research on properties and advises the Director in all trending determinations.
Evaluates revenues generated by the section and assists in preparing revenue projections for the section.
Performs special projects, duties and execution of other duties as required and as they arise, relating to zoning details and county land use policy.
Coordinates changes to zoning and planning brochures by ensuring ordinance changes are properly documented and corrected for distribution to public.
Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee's performance.
Represent the Department at the Housing Infill Board.
Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS
Considerable knowledge of legal, administrative and procedural requirements pertaining to zoning issues.
Considerable knowledge of other county agencies and their regulations.
Considerable knowledge of personal computer and mainframe applications.
Knowledge of all Planning and Zoning functions, regulations and procedures.
Ability to integrate diverse information into unified, clearly communicated reports, correspondence and oral presentations.
Ability to maintain a broad perspective while monitoring minute details.
Ability to respond quickly to unanticipated questions in public meetings or from customers.
Ability to effectively communicate the department's position/interpretation of ordinances to developers, attorneys and the public.
Ability to establish and maintain effective working relations with a variety of public and private officials.
Ability to read and understand blue prints and working drawings.
Ability to understand construction methods.
Ability to communicate effectively orally and in writing.
