| Minimum Qualifications | |
| High school diploma or GED. Six years of progressively responsible experience in zoning or land use regulations, zoning permitting process, or enforcement of zoning code regulations is required. Completion of college coursework in Business Management, Business Administration, Urban Planning, Regional Planning, Public Administration, Architecture, Landscape Development, or related field may substitute for the required experience on a year-for-year basis to a maximum of four years. | |

| NATURE OF WORK
This is advanced professional and supervisory work with administrative responsibilities in the processing of zoning permits for the Department of Planning and Zoning.
Employees in this class are responsible for supervising the work of subordinate employees engaged in issuing zoning permits and coordinating all inspections and permits required for residential, commercial industrial and mixed-use projects; and handling zoning related information requests. Emphasis of the work is in the enforcement of all zoning codes and resolutions and the correct and timely issuance of the zoning permits. Employee participates in community workshops as needed and assists in the training of officials, employees and the general public on zoning and landscaping requirements. Incumbents exercise considerable independent judgment in the interpretation, application and enforcement of departmental policies, rules regulations and ordinances. Supervision is exercised over professional, technical and clerical employees engaged in various phases of operations and review of work for adherence to zoning code and departmental standards and policies. General supervision is received from an administrative superior who holds the incumbent responsible for the professional management of complex zoning and permitting operations and the attainment of departmental goals and objectives.
ILLUSTRATIVE TASKS
Plans, assigns, and reviews the work of professional and technical employees engaged in the issuance of permits for compliance with zoning and landscaping regulations.
Provides technical advise and assistance to architects, engineers, developers and the general public concerning the application and interpretation of the zoning code.
Develops and implements new work methods, policies and procedures, and recommends changes in existing departmental rules, regulations and policies.
Keeps abreast of all changes to zoning and landscaping regulations as well as development standards and operating procedures relative to the Zoning Permits.
Attends meetings and conferences to provide training and advise to public officials and citizens concerning zoning activities and legislative developments.
Coordinates zoning and landscaping inspection activities with other units.
Reviews zoning history of properties.
Researches hearing files, resolutions, unity of title, and deed or plat restrictions applicable to properties . Maintains work records of all Certificates of Use issued by the Zoning Divisions.
Represents the Department in Community meetings.
Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.
Performs related work as required.
KNOWLEDGES, ABILITIES AND SKILLS
Thorough knowledge of the County's zoning, landscaping and building code regulations, procedures and guidelines.
Thorough knowledge of the legal, administrative and procedural requirements pertaining to the issuance of zoning permits.
Thorough knowledge of construction plans, legal descriptions, property deeds, abstracts, blueprints and specifications.
Considerable knowledge of supervisory principles and practices.
Considerable knowledge of the content and meaning of symbols, diagrams and other items found on blueprints in the "Zoning Code/Zoning Handbook", in the Landscape Design Manual, and in The Landscaping Code (Chapter 18-A).
Knowledge of mathematics as applied to landscaping and zoning work.
Knowledge of public relations principles and practices.
Knowledge of departments or agencies required to implement applicable regulations during the development process.
Ability to plan, assign and supervise the work of subordinates in a manner conducive to full performance and high morale.
Ability to interpret and explain zoning and landscaping technical requirements with accuracy and judgment.
Ability to analyze zoning codes, laws, regulations and ordinances and make recommendations concerning proposed changes.
Ability to provide technical advie and assistance in the issuance of permits for multi-family residential, industrial and mixed-use projects.
Ability to establish and maintain effective working relations with a variety of public private officials.
Ability to read, interpret and analyze construction, site or development plans as they pertain to landscaping and zoning regulations.
