| NATURE OF WORK
This is advanced responsible managerial position with direct responsibility for the daily operation of the Finance and Procurement Section of the Department of Planning and Zoning. An employee in this class is responsible for providing direction to professional staff to ensure the efficiency and effectiveness of the daily fiscal and procurement activities of the Downtown and West Dade offices. Responsibilities include managing the section through policy setting and providing direction to staff over areas of responsibility; ensuring compliance with applicable rules and regulations; developing, managing and coordinating financial and accounting systems for the purpose of asset control, budgetary planning, expenditure control and timely financial reporting of all department activities; managing and overseeing the daily Revenue Collections operations of the Downtown and West Dade offices; planning, coordinating and administering the procurement and contract administration process for the Downtown and West Dade offices; preparing complex reports and analyzing administrative allocations required by general fund, proprietary and grant funding; ensuring actual salaries, operating and capital expenses in Financial Accounting Information System (FAMIS) do not exceed the approved allotment controls for the department; reviewing and recommending revision of budget line items to ensure a balanced budget; reviewing purchase orders issued and electronically approved purchase order in the Advanced Purchasing and Inventory Control System (ADPICS); overseeing monthly general ledger accounting and preparing financial reports; coordinating audits; reviewing and approving invoices for payments, refunds, direct payments and check requests for the department; supervising reconciliation of electronic transmission of reports of collection of Impact Fee collection to FAMIS. The incumbent exercises independent judgment and technical expertise overseeing revenue collections and disbursement of funds in accordance with government and accounting principles. Supervision is exercised over a staff of professional subordinates engaged in daily fiscal procurement activities of the Downtown and West Dade offices. General supervision is received from an administrative superior who holds the incumbent accountable for achievement of goals and objectives.
ILLUSTRATIVE TASKS
Directs and reviews the work of professional subordinate staff engaged in the daily fiscal and procurement activities of the Downtown and West Dade offices.
Manages the section through policy setting and provides direction to staff over areas of responsibility by ensuring compliance with applicable rules and regulations.
Develops, manages and coordinates financial and accounting systems for the purpose of asset control, budgetary planning, expenditure control and financial reporting of all department activities.
Manages and oversees the daily Revenue Collections operations of the Downtown and West Dade offices to include planning, coordinating and administering the procurement and contract administration process.
Prepares complex reports and analyzing administrative allocations required by general fund, proprietary and grant funding.
Ensures actual salaries, operating and capital expenses in FAMIS do not exceed the approved allotment controls for the balanced budget.
Reviews and recommends revision of budget line items to ensure a balanced budget.
Reviews purchase orders and issued and electronically approved purchase order in the ADPICS.
Oversees monthly general ledger accounting and prepares financial reports.
Coordinates audits with internal and external agencies.
Reviews and approves invoices for payments, refunds direct payments and check requests for the department.
Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.
Performs related work as required.

Ability to manage county financial activities consistent with legal requirements and sound business practices.
