Electrical Sign Inspector
Minimum Qualifications
Five years of field experience under a Certificate of Competency as an Electrical Sign Journeyman or Sign Master issued by the Miami-Dade County Construction Trades Qualifying Board are required. Persons with certification issued by reciprocity with Miami-Dade County will be eligible. OR Five years of field experience under a certificate as a State Electrical Contractor or Sign Specialty Electrical Contractor issued by the Florida Electrical Contractors' Licensing Board are required. Applicants must provide proof of certification for five years; however, a current certificate is not required. Must present a Driver license during the interview process. All applicants must be eligible for certification by the Miami-Dade County Board of Rules and Appeals as specified in Chapter 8 of the Code of Miami-Dade County and the Florida Building Code Administrators and Inspectors Board as specified in Chapter 468, Florida Statutes. Certificate must be in good standing with Miami-Dade County's Contractor Licensing and Enforcement Section and/or the Florida Department of Business and Professional Regulation with no pending complaints. All applicants qualifying for employment will be subject to extensive background screening. Applicants holding an active certificate will be required to inactivate their certificate at their own expense upon employment. This position is exempt from Miami-Dade County residence requirements, (Section 2-11.17 of the Code of Miami-Dade County) for Broward County residents only.
Job Specifications
NATURE OF WORK

This is technical work in the inspection of electrical signs and electrical sign installations.

Employees in this class are responsible for inspecting and testing electrical signs for adherence to approved plans and specifications, and for compliance with the South Florida Building Code. Duties include inspecting electrical signs and their erection and construction, providing recommendations to contractors and manufacturers for changes to bring signs up to code requirements, engaging in routine and periodic patrols to detect violations, issuing violation notices, investigating complaints of defective installations, and performing reinspections. Related work includes assisting the public and contractors with information and assisting in the resolution of disagreements. Supervision is received from a technical superior who reviews work for adherence to departmental policies, procedures and regulations.

ILLUSTRATIVE TASKS

Performs technical shop inspections of box-type electrical signs, examining details including size of the angle iron used in the framework, gauge of metal used on the face, size and number of bolts and welds, method of wiring, number of flashers and transformers, installation and rating of switch, size and type of wire, spacing between stand-off posts, and size and number of drain holes.

Conducts technical field inspections of electrical sign erection and construction on roofs, walls, cantilevers and marquees; examines details including size of angle iron and bolts used in securing sign, wiring and installation of raceways, grounding to the electrical system of the building and specific zoning requirements relative to setback, size of lettering, height, obstruction and related zoning considerations.

Provides suggestions and recommendations to contractor or manufacturer regarding changes necessary to bring the sign up to code requirements; ensures that all work conforms to County electrical building and zoning codes.

Makes routine and periodic patrols and inspections of assigned areas to check for violations and hazardous conditions; issues violation notices and, occasionally, summonses to violators.

Investigates complaints of defective sign installations which are reported as fire, structural or other hazards; notifies responsible party of defects and issues verbal or written instructions for correction; makes reinspections; reports violations and represents Metro-Dade County at court hearings.

Organizes inspection route schedule and maintains accurate records of inspections.

Answers telephone calls from contractors and the public; provides information and assists in the resolution of conflicts.

Performs related work as required.

KNOWLEDGES, ABILITIES, AND SKILLS

Considerable knowledge of applicable provisions of the South Florida Building Code pertaining to electrical sign installation, construction and operation.

Considerable knowledge of the methods and practices involved in constructing, installing and operating a variety of electrical sign installations, equipment and appliances.

Considerable knowledge of possible defects and faults in electrical sign wiring and appliances and of effective corrective measures.

Knowledge of blueprints submitted for electrical sign work permits.

Knowledge of departmental policies and procedures.

Knowledge of records, reports and forms used in the area of assignment.

Ability to conduct technical field inspections of electrical sign installations and construction to ensure compliance with the South Florida Building Code.

Ability to understand structural and electrical installations and related fields in the construction industry.

Ability to explain inspection results and required corrections, both verbally and in writing.

Ability to read blueprints submitted for electrical sign work permits and to conduct sign inspections to ensure that the work proceeds in accordance with approved plans.

Ability to enforce building codes with firmness, tact and impartiality.
