Building Branch Office Manager
Minimum Qualifications
Bachelor's degree in Business or Public Administration or a related field. Two years of supervisory experience in the processing of construction permit applications are required. Additional experience may substitute for required education on a year-for-year basis.
Job Specifications
NATURE OF WORK

This is advanced administrative and supervisory work in the management of the Building Department central office permit records section and permit records field offices.

An employee in this class is responsible for planning, assigning and reviewing the work of subordinate specialized and clerical employees engaged in operating computer terminals to enter permit applications into a computer system, routing plans and permit applicants to plans processing offices, providing procedural information to applicants, and researching and reproducing microfilmed records of permits, plans and inspections. Related responsibilities include direct supervision of geographically dispersed permit records field offices. The incumbent exercises considerable independent judgment in the application of knowledges of construction permitting to directing and controlling the construction permitting process. Supervision is exercised over a staff of branch office supervisors, and specialized and clerical employees with assigned responsibilities in various phases of permit operations. Supervision is received from an administrative superior who reviews work through personal conferences and written reports for the professional management of construction permit processing activities.

ILLUSTRATIVE TASKS

Plans, assigns and reviews the work of subordinate supervisors, specialized and clerical employees engaged in supervising permit records field offices, operating computer terminals to enter and retrieve permit applications and information, routing plans and applicants to construction permit processing offices, researching and reproducing microfilmed permits, plans and inspection records, and providing detailed permit procedural information to property owners, developers, architects and contractors.

Investigates and resolves complaints from the public, developers, contractors, architects and attorneys concerning permit requirements, fees and reviews.

Supervises the research, issuance and followup of premise permits; coordinates quarterly inspections and prepares related reports.

Develops and updates the permit records procedures manual; trains subordinates in permit acceptance and issuance procedures.

Develops and makes recommendations for enhancements in computerized permitting operations.

Develops and updates current procedures to meet South Florida Building Code, Administrative Order and fee schedule changes; coordinates updating of permit applications, fee sheets and informational brochures.

Reviews and interprets ordinances and code changes related to

the permitting process.

Serves as departmental records custodian; prepares affidavits and letters regarding permit records; testifies in court as required.

Designs and develops monthly reports detailing applicants assisted, plans microfilmed, plans received, copies made, fees collected and other activities.

Establishes permit processing goals and objectives; assists in budget preparation; reviews and approves all permit cancellations and refunds.

Makes recommendations regarding hiring discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.

Performs related work as required.

KNOWLEDGES, ABILITIES, AND SKILLS

Thorough knowledge of provisions of the South Florida Building Code pertaining to requirements for construction permit applications.

Thorough knowledge of departmental policies, procedures and regulations concerning construction permit application, processing and inspections.

Thorough knowledge of computerized construction permit records and control systems.

Considerable knowledge of supervisory principles and practices.

Considerable knowledge of the principles of management and public administration.

Knowledge of construction plans, blueprints and shop drawings.

Ability to manage construction permit processing at a central office location and through field permit offices.

Ability to supervise, through subordinate supervisors, the work of a staff of specialized and clerical employees in a manner conducive to full performance and high morale.

Ability to exercise judgment and discretion in devising and installing construction permit procedures.

Ability to provide advice to the public, contractors, developers and other interested parties in construction permit acceptance and issuance procedures.

Ability to establish and maintain effective working relationships with subordinates, superiors, the public, contractors, architects, developers and others.

Ability to communicate clearly and concisely, verbally and in writing.
