| High school diploma or GED. Four years of experience in two of the following areas: installation, maintenance, construction or inspection of cable television systems are required. Completion of coursework in Electronic Engineering, Broadcast Engineering or related field may substitute for experience on a year-for-year basis to a maximum of two years. Must possess a Driver license. Must be able to pass the Direct Burial Cable Television (CATV) Section of the Specialty Engineering Contractor's examination within one year after employment. | |

| NATURE OF WORK
This is technical field and office work in cable television system inspection, investigation and enforcement for the Consumer Services Department.
Employees in this class are responsible for inspecting cable television construction to ensure compliance with applicable regulations and approved permits, provide for the safe and orderly distribution of cable services, and ensure reliable service through performance monitoring. Emphasis of the work is on investigating citizen complaints requiring technical review; inspecting construction and installations; monitoring and testing signal quality; and coordinating installation at public facilities. Duties include interpreting the provisions of applicable ordinances; issuing citations; attending administrative hearings; and completing reports and correspondence. Incumbents exercise tact and independent judgment in enforcing ordinances, explaining regulations, investigating technical problems, and ensuring compliance with requirements. Supervision is received from an administrative superior who reviews work through personal conferences and written reports for effectiveness of enforcement activities.
ILLUSTRATIVE TASKS
Inspects cable installations for appropriate routing and proper grounding of cable wire in compliance with electrical, safety and other Miami-Dade County codes; inspects aerial and underground construction for new cable service and cable installations to single and multi-unit dwellings; inspects construction to determine compliance with approved permits and accompanying plans.
Conducts simple field audits using basic technical equipment; detects signal leakage from cable plant; inspects and measures cable plant to ensure height requirements; inspects condition and identification of field equipment and practices; monitors adherence to construction schedules.
Investigates technical aspects of complaints filed by subscribers or the public; photographs reported damage to private property from cable installations or repair; uses field strength meter at the subscriber terminal to determine if adequate signal is reaching home; investigates complaints of encroachment on private property; notifies company and arranges meetings with the citizen; follows complaint through to resolution.
Coordinates cable installations at governmental and educational facilities; maintains program to monitor signal leakage; troubleshoots signal interruption and reception problems; provides technical support to facilities as needed.
Enforces provisions of cable television code; investigates complaints of alleged violations of ordinances; investigates private cable systems for compliance; gathers evidence and determines if violations have occurred; makes recommendations for required action.
Issues citations where necessary; assists in the preparation of and testifies at administrative hearings.
Completes situational and progress reports on incidents, complaints and violations; prepares annual report of cable operators' performance.
Performs related work as required.
