| NATURE OF WORK
This is advanced responsible professional work in administering the Miami-Dade County cable television and telecommunications ordinances.
An employee in this class is responsible for administration and enforcement of the Miami-Dade County cable television and telecommunications ordinances and handling all other related issues countywide. Responsibilities include reviewing applications for new or modified licenses; overseeing public, educational and government access channel obligations of cable television companies; accepting consumer complaints concerning cable and telecommunication services; investigating and resolving complaints; overseeing performance of cable television and telecommunication companies including compliance with regulatory requirements and compiling reports from cable and telecommunications companies pertaining to finances, construction, rates, customers and other activities. The incumbent exercises considerable independent judgment in administering the ordinances to protect public welfare, ensure code compliance, and promote fair and open cooperative relationships. Supervision is exercised over subordinates engaged in assisting in code compliance and complaint processing activities as required. General direction is received from a Division Director who reviews work through personal conferences and written reports and holds the incumbent responsible for effective administration of the cable television and communication ordinances.
ILLUSTRATIVE TASKS
Reviews applications for new licenses, modifications, transfers and renewals, and prepares appropriate recommendations for Cable Television and Telecommunications industries countywide; prepares resolutions, ordinances and reports for the Board of County Commissioners and County Manager.
Receives subscriber complaints concerning cable TV; investigates complaints and negotiates their resolution; compiles and maintains complaint records.
Oversees the performance of cable and telecommunications companies including code compliance, customer service performance, insurance and performance bonds.
Oversees public, educational and government access channel obligations of cable television companies; administers contracts for programming and distribution of educational cable channels; serves on the educational access channel advisory committee.
Collects franchise fees, compiles and maintains reports for cable companies concerning construction, basic cable rates and equipment, subscribers, system facilities and other factors; collects license fees, compiles and maintains fee reports for telecommunication companies.
Maintains information on current federal, state and local laws, rules and regulations of new cable television developments, cable technology, cable regulatory and telecommunications issues; represents Miami-Dade County at state and national conferences as speaker, panelist, presenter or participant on issues relating to cable and telecommunication industries.
Interacts with regulators from other jurisdictions, maintaining cooperative relationships with municipal officials; interacts with various County departments relating to cable television and telecommunications issues; analyzes local cable regulatory schemes for compliance with contemporary standards, and state and federal requirements.
Serves as the main County contact for cable and telecommunications companies on related issues; notifies companies of non-compliance, problems, changes in policies and regulations; mediates inter-company and company-county disputes.
Coordinates cable construction and installation of services at County facilities and schools.
Advises subordinates engaged in code compliance and complaint processing activities as needed.
Prepares, monitors and analyzes monthly and quarterly expenditure and revenue reports; provides departmental officials with budget histories and pertinent information on forecasts.
Assists citizens, businesses and community groups/organizations with compliance and enforcement of Chapter 8AA and 8CC of the County code; serves as departmental prosecutor at administrative hearings for code enforcement.
Administers and oversees various regulated industries for the division as required.
Makes recommendations regarding personnel matters including, but not limited to hiring, promotions, discipline grievance; evaluates and rates employee performance.
Performs related work as needed.
