BCC Code Compliance Officer
Minimum Qualifications
Must possess a State of Florida Professional Engineer license having practiced within the area of jurisdiction of the Building Code for no less than five years; or a State of Florida Registered Architect license having practiced within the area of jurisdiction of the Building Code for no less than five years; or a General Contractor's license issued by the Miami-Dade County Construction Trades Qualifying Board or the State of Florida Construction Industry Licensing Board with five years of experience under that license, all of which shall have been within the jurisdiction of the Building Code. Must possess a Standard Inspector license under Chapter 468, Florida Statutes. All applicants qualifying for employment will be subject to extensive background screening.
Job Specifications
NATURE OF WORK

This is advanced responsible work in revising and maintaining complex and technical provisions of the South Florida Building Code for the Office of Building Code Compliance.

An employee in this class is responsible for development of standard processes for revising, deleting and proposing text for the South Florida Building Code. Responsibilities include incorporating changes to the South Florida Building Code through the code maintenance system, conducting research and studies of code-related issues, developing ordinances related to code changes, attending meetings with various trades organizations to provide information on the code, and monitoring changes adopted at the state and federal levels and reviewing their impact on the South Florida Building Code. The incumbent exercises considerable independent judgment and technical expertise in the analysis of building code issues and development of appropriate code language. Supervision is received from a senior executive who holds the incumbent responsible for thorough research and analysis of code issues and achievement of desired goals and objectives.

ILLUSTRATIVE TASKS

Develops standard processes for revising, deleting and proposing text for the South Florida Building Code; receives and reviews proposals and comments concerning code changes.

Presents proposals for changes to the South Florida Building Code to various committees, trades organizations, professionals, and governmental agencies; submits summary reports and analyses of findings and recommendations to the Board of Rules and Appeals.

Ensures that new code provisions are not in conflict with existing provisions and that new code provisions are in compliance with minimum codes established by the State of Florida.

Prepares reports on proposals including recommendations, substantiation, and actions by the Board of Rules and Appeals.

Researches and studies provisions of the South Florida Building Code, previous rulings made by the Board of Rules and Appeals, and related standards; develops ordinances related to code changes.

Incorporates all approved changes into the South Florida Building Code.

Keeps abreast of building code changes at the state and federal levels and reviews changes for any impact on the South Florida Building Code.

Develops and implements seminars for contractors and other professionals concerning the South Florida Building Code and its application.

Performs related work as required.

Thorough knowledge of building construction trade practices, materials, methods and techniques.

Thorough knowledge of the provisions of the South Florida Building Code and other applicable codes and standards.

Thorough knowledge of research techniques and the sources and availability of current information concerning the South Florida Building Code.

Thorough knowledge of administrative processes required for revisions, deletions and changes to the South Florida Building Code.

Considerable knowledge of the principles of engineering and architecture.

Considerable knowledge of local, state and national organizations involved in building code revisions and changes.

Ability to research and analyze proposals for changes to the South Florida Building Code.

Ability to develops standard processes for revising, deleting and changing provisions of the South Florida Building Code.

Ability to apply advanced engineering and architectural knowledges to the development of effective recommendations for changes in provisions of the South Florida Building Code.

Ability to communicate clearly and concisely, verbally and in writing.

Ability to understand and interpret complex engineering and architectural drawings and specifications.

Ability to establish and maintain effective working relationships with superiors and a variety of other public and private officials.
