Housing-Employment Compliance Officer
Minimum Qualifications
Bachelor's degree. One year of professional administrative or investigative experience in civil rights enforcement, case management or code enforcement is required.
Job Specifications
NATURE OF WORK

This is advanced administrative and field work in the investigation and inspection of fair housing and equal employment standards.

Employees in this class are responsible for investigating regulatory provisions relating to incidents of housing and employment discrimination. Responsibilities include implementing departmental programs in the investigation of housing and employment discrimination, providing technical assistance to requesting individuals or agencies, and preparing investigative reports. Additional responsibilities include analyzing administrative problems requiring considerable judgment in the application of ordinances, rules, regulations and departmental policies. Supervision is received from an administrative superior who reviews work for thoroughness, validity and conformance with departmental policy and directives.

ILLUSTRATIVE TASKS

Conducts compliance investigations of a unique or complex nature involving fair housing and equal employment compliance activities.

Works closely with Federal, state and local agencies concerned with eliminating discrimination; provides technical assistance for requesting organizations, governmental agencies and county departments.

Represents the department with authority in making investigations and conducting research; meets with public officials and civic groups to explain various departmental programs.

Maintains departmental activity records; prepares investigative reports and maintains records; prepares periodic reports on accomplishment of work programs; implements procedures necessary to improve efficiency and economy; maintains reporting systems designed to provide necessary managerial data.

Performs related work as required.

KNOWLEDGES, ABILITIES AND SKILLS

Considerable knowledge of research techniques and the sources and availability of current information applicable to the program.

Considerable knowledge of the standard principles, practices, methods and techniques of housing and equal employment opportunity programs.

Considerable knowledge of the principles of management and their application to government administration.

Knowledge of modern office practices and procedures.

Knowledge of legal, administrative and procedural regulations applicable to housing and employment discrimination.

Knowledge of personnel principles and procedures.

Ability to analyze information, and prepare clear, concise reports of field investigations and compliance activities.

Ability to exercise judgment and discretion in implementing and interpreting departmental policies and procedures.

Ability to investigate housing and employment practices with tact and impartiality.

Ability to establish and maintain effective working relationships with other employees and the general public.

Ability to express ideas clearly and concisely, verbally and in writing.

Ability to carry out complex oral and written instructions.
