Minimum Qualifications
High school diploma or GED. Three years of experience in eligibility determination for subsidized housing programs are required.

NATURE OF WORK

This is supervisory work in provision of housing for families and individuals qualifying under federal eligibility requirements for various types of public housing.

An employee in this class is responsible for supervision of a staff engaged in various clerical activities relating to application and selection for public housing. Emphasis of the work is on coordination of the processes of intake, determination of applicant eligibility, explanation of general leasing requirements and reaching of applicants as vacancies occur in accordance with established priority guidelines and needs of the family or individual. Responsibilities include dealing with community groups, congressional offices, individuals and others who have complaints on delays in selection because of housing shortages. The incumbent must also keep informed on construction of new housing units so selection may be made appropriately. Duties require the use of considerable initiative, independent judgment, tact and patience in assuring that regulations and priorities are followed and that explanations are furnished to inquiring groups and individuals. Supervision is exercised over clerical subordinates by assignment and review of work in progress and upon completion for compliance with regulations and procedures. Supervision is received from an administrative superior who evaluates work through personal inspection, analysis of written reports and conferences for conformity with established policies and procedures.

ILLUSTRATIVE TASKS

Supervises the work of subordinate eligibility interviewers and a support clerical staff; trains new personnel in established procedures; assists staff with irate applicants, processing applications, applying selection rules and other phases of work.

Maintains contact with housing project personnel to keep informed on probable and actual vacancies for various types of housing such as facilities for the handicapped, elderly or families.

Coordinates various activities of reception, intake interviews, determining eligibility, updating and processing of applications and reaching of applicants on waiting lists so that work flow is properly maintained.

Keeps informed on completion of new housing units such as duplexes or high rise apartments; supervises tenant selection processes for filling new vacancies.

Supervises or personally prepares various repetitive or special reports covering data on occupancy percentages, numbers on waiting lists, applicants housed over given periods and related information.

Receives and responds to correspondence and telephone inquiries from municipal and congressional offices, HUD representatives, community groups and individuals requesting explanations for delay in placement, or reason for nonacceptance of applications.

Keeps informed on federal and local HUD policies, regulations and procedures relating to admissions for various kinds of housing such as home ownership, Section 8 or conventional housing; informs groups of rules and procedures by speaking as requested in meetings.

Makes recommendations regarding hiring, discipline or promotion of subordinates; authorizes leave; evaluates and rates employee performance.

Performs related work as required.

KNOWLEDGES, ABILITIES AND SKILLS

Considerable knowledge of eligibility requirements and applicable federal and departmental policies and procedures in receipt and processing of applications for admission to public housing of various types.

Considerable knowledge of the location and types of housing units in projects throughout the County.

Knowledge of public relations practices.

Knowledge of supervisory principles and practices.

Knowledge of office management, particularly records maintenance.

Ability to supervise subordinates in a manner conducive to full performance and high morale.

Ability to establish and maintain effective working relations with superiors, subordinates and departmental officials.

Ability to achieve rapport and deal tactfully and effectively with tenant applicants, personnel in community groups, congressional offices and others.

Ability to enforce established rules and regulations with firmness and impartiality.

Ability to express ideas clearly and concisely, verbally and in writing.

Ability to exercise independent judgment in interpreting and applying departmental policies and procedures.

Ability to supervise the maintenance of various records and processes so that results are accurate and thorough.
