MDHA Tenant Selection Supervisor 2
Minimum Qualifications
Bachelor's degree in Business Administration, Public Administration or related field. One year of experience in tenant eligibility for a Section 8 or related public housing program is required. Additional related experience may substitute for the required education on a year-for-year basis.
Job Specifications
NATURE OF WORK

This is administrative and supervisory work in the provision of housing for families and individuals qualifying for various types of public housing.

An employee in this class is responsible for planning, assigning and reviewing the work of subordinate supervisory and clerical employees engaged in the interview, certification and referral of applicants for public housing. Emphasis of the work is on the management of tenant selection activities including the processes of intake, determination of applicant eligibility, explanation of general leasing requirements and reaching of applicants as vacancies occur in accordance with established priority guidelines and needs of the family or individual. Responsibilities include developing management information systems, assuring that eligibility lists are in compliance with legal requirements, and assisting in the development of departmental policies concerning tenant selection. Supervision is exercised through subordinate supervisors by assignment and review of work for completeness and conformance with established policies and procedures. Supervision is received from an administrative superior who reviews work for attainment of objectives through conferences, observations and reports of operations.

ILLUSTRATIVE TASKS

Manages tenant selection activities including the interview, certification and referral of families and individuals applying for various types of public housing; supervises through a subordinate supervisor various clerical activities relating to application and selection for public housing; develops management information systems which accurately reflect the status of applicants and availability of housing.

Keeps informed on project vacancies, completion of new housing units and other pertinent information; determines the priority and eligibility of applicants for various types of housing such as facilities for the handicapped, elderly or families; prepares correspondence and reports.

Establishes, maintains and certifies eligibility list of public housing applicants; assures that eligibility lists are in compliance with applicable requirements; interprets and disseminates regulatory information concerning the processing and placement of qualified applicants.

Assigns eligible applicants to available housing units in accordance with established occupancy standards; makes initial rent determinations based on income and related eligibility criteria; certifies and signs necessary documents.

Coordinates the functions of the tenant selection office with other departmental administrative offices; assists in the development and revision of departmental policies and procedures pertaining to applicant processing and unit assignment.

Keeps informed on Federal and local HUD policies and procedures relating to admission for various kinds of housing such as home ownership, section 8 or conventional housing.

Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.

Performs related work as required.

KNOWLEDGES, ABILITIES AND SKILLS

Considerable knowledge of eligibility requirements and applicable Federal and departmental policies and procedures in the receipt and processing of applicants for admission to various types of public housing.

Considerable knowledge of the location and types of housing units in projects throughout the county.

Considerable knowledge of office management including records maintenance and report preparation.

Knowledge of public relations principles and practices.

Knowledge of supervisory principles and practices.

Ability to supervise a staff of subordinates in a manner conducive to full performance and high morale.

Ability to establish and maintain effective working relationships with superiors, subordinates and departmental officials.

Ability to achieve rapport and deal tactfully and effectively with tenant applicants, personnel in community groups, congressional offices and others.

Ability to enforce established rules and regulations with firmness and impartiality.

Ability to express ideas clearly and concisely, verbally and in writing.
