| NATURE OF WORK
This is advanced field work in the monitoring of public housing construction and renovation projects for the MDC Department of Housing and Urban Development. An employee in this class is responsible for monitoring and overseeing construction and rehabilitation of public housing developments by departmental employees and private contractors. Emphasis of the work is on monitoring the performance of employees and contractors, conducting field visits and making physical inspections, assuring compliance with applicable codes and standards, and training housing managers in unit occupancy requirements. Duties require the use of judgment and technical knowledge in determining the physical and mechanical acceptability of public housing units. Supervision is received from a professional superior who reviews work for effectiveness of oversight activities.
ILLUSTRATIVE TASKS
Monitors the performance of in-house maintenance staff and private contractors in the construction and rehabilitation of public housing units; performs periodic field visits and makes physical inspections of properties; assures compliance with applicable codes and standards. Provides a point of checks and balances to assure that public housing units considered ready for occupancy are acceptable; maintains work records, reports and statistical data. Attends and participates in meetings with members of housing management staff. Provides training for housing managers in the methods used to determine that a public housing unit is ready for occupancy. Investigates operational problems and hazards which could interfere with daily housing operations. Performs related work as required.
KNOWLEDGES, ABILITIES, AND SKILLS
Thorough knowledge of the various building trades including construction, modification, and repair methods and techniques. Thorough knowledge of federal and local standards for public housing unit occupancy. Considerable knowledge of local building and housing codes. Considerable knowledge of contracts, forms and reports applicable to public housing construction and rehabilitation projects. Knowledge of architectural and engineering plans and specificatons. Ability to inspect construction and rehabilitation projects for conformance with specifications, building and housing codes, and federal and local standards. Ability to train employees in public housing unit occupancy requirements. Ability to analyze construction and design problems and make sound recommendations for their solution. Ability to express ideas clearly and concisely, verbally and in writing. Ability to read and understand architectural and engineering plans and specifications.
