MDHA Regional Manager
Minimum Qualifications
Bachelor's degree. A minimum of three to six years of professional administrative experience in a major component of public housing such as project management or policy development are required. Additional experience may substitute for required education on a year-for-year basis. Certification by a national public housing accrediting organization such as NAHRO or NCHM must be obtained within one year of appointment.

NATURE OF WORK

This is advanced administrative and supervisory property management work in a federally-funded Metro-Dade public housing agency.

Employees in this class are responsible for supervising and directing housing management, maintenance and security operations of subsidized housing units for low-income families and elderly tenants in an assigned region. Responsibilities include determining regional needs and available resources, reviewing rent collection reports and taking appropriate actions, preparing and administering annual budgets, coordinating production of required records and reports, and maintaining functional relationships with resident councils. Incumbents exercise considerable independent judgment in directing housing operations in an assigned geographical territory. Supervision is exercised over a dispersed staff of housing managers responsible for daily management of housing units. General supervision is received from an administrative superior who reviews work through personal conferences and written reports for effective management of regional housing operations.

ILLUSTRATIVE TASKS

Supervises and directs subordinate housing managers responsible for daily management, maintenance and security of subsidized housing units.

Interprets and applies established performance monitoring criteria set forth by U.S. H.U.D. for effective housing operations.

Determines requirements of the region and identifies available resources to carry out the mission of the agency.

Reviews rent collection reports and takes necessary follow-up action on delinquencies; reviews and approves filing of all evictions; monitors housing unit vacancy reports to ensure prompt turn around in filling of vacancies.

Develops capital budgets and submits for approval; prepares and monitors annual budgets including development of goals and objectives.

Coordinates all records and reports generated by on-site housing management staff and submits required information to central departmental administration.

Develops and maintains positive and functional relationships with residents and representatives of organized resident groups; facilitates the organizing of resident councils.

Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.

Performs related work as required.

KNOWLEDGES, ABILITIES, AND SKILLS

Thorough knowledge of public housing management principles, practices, policies and procedures.

Thorough knowledge of U.S. H.U.D. regulations, rules and procedures pertaining to public housing operations.

Thorough knowledge of lease agreements, tenant rent arrangements and rent rolls for various types of public housing.

Considerable knowledge of supervisory principles and practices.

Considerable knowledge of reports, records and forms pertaining to management of public housing facilities.

Knowledge of public relations principles and techniques.

Ability to apply U.S. H.U.D. criteria to the effective management of public housing operations.

Ability to supervise subordinates in a manner conducive to full performance and high morale.

Ability to establish and maintain effective working relationships with subordinates, superiors and public housing residents.

Ability to enforce public housing regulations with firmness, tact and impartiality.

Ability to review and prepare a variety of statistical and narrative reports.
