MDHA Finance Advisor
Minimum Qualifications
Bachelor's degree in Public Administration, Business Administration, Finance, Real Estate, Accounting, or related field. One year of experience in mortgage financing, residential loan processing, or as a licensed real estate salesperson is required. Additional experience may substitute for the required education on a year-for-year basis.
Job Specifications
NATURE OF WORK

This is public assistance work in conducting financial arrangements for property improvements in a renewal project area.

Employees in this class secure sources of financial assistance for property improvements and advise property owners on applying for and utilizing available resources. Work involves explaining the economic advantages of home improvements to owners, determining the most feasible method of financing and referring property owners to the appropriate financial sources. Duties require the use of tact and judgment in seeking new sources of mortgage funds and in maintaining responsible contacts with officials of banks, lending institutions, insurance companies and similar financial organizations. Responsibility includes the rendering of advisory services for comprehensive family financial planning in income and expenditure management. Supervision is received from an administrative superior who reviews work for thoroughness and compliance with legal requirements and departmental policy.

ILLUSTRATIVE TASKS

Interviews applicants, assesses their ability to finance a mortgage loan and develops realistic repayment schedules.

Compiles data on applicant credit history, outstanding obligations, value of real property and other assets, income and related information affecting ability to obtain financial assistance for property improvements.

Advises applicants on most suitable type of mortgage loan; prepares preliminary applications and related documents for government guaranteed loan or financial grant assistance.

Maintains close working relationships with local lending institutions, federal lending or insuring institutions and other publicly sponsored property improvement loan agencies.

Participates in neighborhood meetings and informs residents on availability. scope and limitations of various financial aid programs for property improvements.

Expedites the processing of grant and loan applications; conducts mortgage settlements and loan close outs as necessary.

Assists owners in scheduling work and in establishing equitable rent schedules following expenditure for property

rehabilitation.

Maintains necessary records for assigned project areas and submits progress reports on rehabilitation activities.

Performs related work as required.

KNOWLEDGES, ABILITIES AND SKILLS

Considerable knowledge of mortgage financing and property improvement management.

Considerable knowledge of property rehabilitation procedures including construction, modification and repair.

Knowledge of government sponsored property improvement programs.

Knowledge of the various techniques used in family financial planning including the use of deferred payment plans.

Knowledge of the established local lending sources and governmental agencies engaged in insuring housing improvement loans.

Some knowledge of property appraisal techniques.

Ability to work with property owners, tenants, contractors and various lending institutions.

Ability to interpret various governmental regulations and procedures to homeowners.

Ability to communicate effectively with civic groups, community leaders and local neighborhood agencies with regard to urban renewal.

Ability to prepare and submit accurate reports on rehabilitation projects in the assigned area.
