MDHA Finance Supervisor
Minimum Qualifications
Bachelor's degree in Business Administration, Public Administration, Finance or related field. Two years of responsible experience in government-sponsored mortgage loan programs are required. Additional experience in governmental mortgage loan programs may substitute for required education on a year-for-year basis to a maximum of two years.

NATURE OF WORK

This is supervisory work with administrative responsibility in financing property improvements in a county rehabilitation assistance program.

An employee in this class is responsible for planning, assigning and reviewing the work of a staff of finance advisors engaged in making financial arrangements for property improvements. Responsibilities include assignment of cases to finance advisors, reviewing completed cases for sufficiency, providing assistance with difficult or unusual problems and coordinating activities with various departmental, county and Federal officials. Supervision is exercised over a group of finance advisors and clerical employees by assignment of work and review of completed tasks for compliance with legal requirements and departmental policy. Supervision is received from an administrative superior for attainment of desired administrative objectives through conferences, personal observation and reports of operations.

ILLUSTRATIVE TASKS

Plans, assigns and reviews the work of subordinate finance advisors engaged in assisting applicants in making financial arrangements for property improvements; distributes cases, monitors work progress and assists with unusual or difficult problems; determines types of rehabilitation programs applicable to various applicants.

Examines completed cases prior to submission to funding authority for required legal titles and appropriate supporting documents; prepares documents, contracts and work write-ups; analyzes credit and mortgage reports and income ratios; recommends approval of cases to supervisor.

Represents the interests of the rehabilitation assistance program in matters involving tax foreclosures on properties with a rehabilitation loan.

Reviews mortgage delinquencies, initiates collection calls, and discusses payments with homeowners.

Coordinates financial activities with departmental, county and Federal officials; resolves problems with Federal officials with respect to missing or incorrect documents or errors in titles; prepares legal summaries in cases brought against the county in connection with the rehabilitation assistance program and furnishes expert testimony as required.

Coordinates program financial activities with private

organizations such as mortgage service companies and social service organizations.

Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; counsels subordinates on work related problems; evaluates and rates employee performance.

Performs related work as required.

KNOWLEDGES, ABILITIES AND SKILLS

Considerable knowledge of the regulations, policies and procedures governing financial assistance in a rehabilitation assistance program.

Considerable knowledge of legal requirements for documentation of mortgage financing applications.

Considerable knowledge of departmental rules, regulations and procedures.

Considerable knowledge of the various types of rehabilitation assistance programs and their eligibility requirements.

Knowledge of the principles and practices of modern office administration.

Knowledge of supervisory principles and practices.

Ability to supervise a staff of subordinate employees in a manner conducive to full performance and high morale.

Ability to establish and maintain effective working relationships with homeowners, subordinates, supervisors and various government officials.

Ability to interpret various governmental procedures and regulations pertaining to rehabilitation assistance programs.

Ability to analyze mortgage financing applications and make effective recommendations for their approval.

Ability to express ideas clearly and concisely, both verbally and in writing.
