MDHA, Applicant & Leasing Center Manager
Minimum Qualifications
Bachelor's degree in Business Administration, Public Administration or related field. Three years of supervisory experience in subsidized housing programs are required. Additional supervisory or administrative experience may substitute for the required education on a year-for-year basis.

NATURE OF WORK

This is advanced administrative and supervisory work in the provision of housing for families and individuals qualifying for various types of public housing.

An employee in this class is responsible for supervising through subordinate supervisors the work of a staff of subordinates engaged in a variety of tenant selection functions. Responsibilities include preparing housing applications, serving as mediator for housing grievances initiated by either owners or tenants, reviewing claims and determining liability for tenant damages when a housing unit is vacated, and supervising the determination of a family's net contribution toward contract rent and housing assistance payments. Related responsibilities include supervising the operation of the Applicant Records Center and training all subordinate staff members in program policies, operations and procedures. The incumbent exercises considerable independent judgment in organizing and managing tenant selection activities in conformance with established policies and directives. Supervision is exercised through subordinate supervisors over a staff of clerical and technical subordinates engaged in various phases of tenant selection activities. General supervision is received from an administrative superior who reviews work through personal conferences and written reports for achievement of tenant selection goals and objectives.

ILLUSTRATIVE TASKS

Supervises subordinate supervisors, technicians and clerical employees engaged in certification and referral of families and individuals applying for various types of public housing, processing applications and selections for public housing, and development and maintenance of related management information systems reflecting the status of applicants and availability of housing; provides training in operations, policies and procedures.

Prepares housing applications and ensures that requests are in conformance with housing assistance plan goals and applicable federal regulations.

Serves as mediator for grievances initiated by owners or tenants for damages to unit, vacancy loss, contract terminations or program termination.

Reviews claims and makes determinations of liability for tenant damages and upon vacancy of a unit by Section 8 participants based on unit inspections; provides technical assistance in subsequent grievance procedures as required.

Supervises the determination of family's net contribution toward contract rent and housing assistance payments; reviews and approves Request for Lease Approval and Utility Allowance Schedules.

Supervises operation of the Applicant Records Center including status inquiries, status changes, offers of acceptance and refusal of the Section 8 Certificate/Voucher and Moderate Rehabilitation Programs, and adding new applicants; responds to applicants and the public on the status of applications; purges files and checks the input process; monitors waiting list and initiates registration drives when pool of applicants falls below acceptable levels.

Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.

Performs related work as required.

Considerable knowledge of the principles of management and public administration.

Ability to enforce public housing tenant selection rules and regulations with firmness, tact and impartiality.

Ability to establish and maintain effective working relationships with subordinates, superiors and the public.
