Deputy Director, MDHA
Minimum Qualifications
Bachelor's degree. A minimum of six to ten years of professional administrative experience in large-scale public housing management, subsidized housing programs or fiscal management are required.

NATURE OF WORK

This is highly responsible executive level in assisting with the planning, organizing and directing administrative and operational activities of the Miami-Dade Housing Agency.

An employee in this class is responsible for assisting the Department Director in the management of public housing operations, with emphasis on the direction of public housing management and maintenance activities. Responsibilities include formulating and directing long and short-range strategic planning, developing performance standards, directing the implementation of new programs, overseeing budgetary expenditures, and assuring compliance with local, state and federal regulations. The incumbent exercises an extensive degree of originality, initiative and judgment in the application of professional knowledges of public housing management to the formulation of departmental policy and in providing the Department Director with reliable information for policy development. Supervision is exercised through subordinate managers and supervisors over a variety of professional, administrative, technical and clerical employees with assigned responsibilities in public housing operations. General direction is received from the Department Director who holds the incumbent responsible for effectiveness of housing management and maintenance activities, and for providing assistance in overall department management.

ILLUSTRATIVE TASKS

Assists the Department Director in the formulation and development of public housing management and operations policy; monitors established departmental policies and procedures, and assures compliance with all applicable regulations; modifies, updates and revises policies as necessary; serves as Department Director in Department Director's absence.

Directs daily operations of MDHA housing management and maintenance activities; establishes appropriate policies and procedures.

Represents the Department Director in public meetings, legislative sessions and governmental conferences to obtain and provide information.

Establishes and maintains contacts with appropriate government officials, legislators, management consultants and legal advisors.

Directs development of departmental work, energy and performance standards; reviews and approves changes and monitors adherence.

Coordinates the development and implementation of long and short-range strategic planning; reviews and approves establishment of departmental goals and objectives, and monitors progress through personal conferences and written reports.

Monitors compliance with all local, state and U.S.H.U.D. regulations pertaining to public housing management; reviews, analyzes and directs the implementation of updated regulations.

Monitors the development of proposals for new programs and directs their implementation.

Provides overall direction in development of departmental budgets and assists in overseeing expenditures.

Makes recommendations and decisions regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.

Performs related work as required.

Ability to plan, direct and coordinate the work of a large, dispersed and diversified staff of employees through various levels of executives, managers and supervisors.

Ability to apply the principles of public housing management, business and public administration to the general management of public housing administrative and operational activities.

Ability to establish and maintain effective working relationships with subordinates, superiors, a variety of government an private officials, legislators and the public.

Ability to effectively evaluate the impact of alternate courses of action, future developments and circumstance of a new or unprecedented nature.

Ability to communicate clearly and concisely, verbally and in writing, to groups and individuals.

Ability to analyze complex administrative and managerial problems and devise effective solutions.
