| NATURE OF WORK
This is advanced supervisory and administrative work in the Head Start program for the Community Action Agency. Employees in this class are responsible for supervising and coordinating operation and management of an assigned Head Start cluster with twelve to twenty-eight classrooms. Responsibilities include assuring program compliance with local, state and federal regulations, assisting staff and parents in obtaining assistance for children with behavioral or developmental problems, conducting meetings and individual conferences with assigned staff, coordinating service delivery efforts of organizations in Head Start centers, planning various activities designed to increase the self-sufficiency of low-income families, and coordinating core services with other departmental programs and external social service providers. Incumbents exercise considerable independent judgment in assisting in the management of Head Start service centers to achieve established goals and objectives. Supervision is exercised through subordinate supervisors over Head Start service center employees. General supervision is received from an administrative superior who reviews work through personal conferences and written reports for effective operation and management of the assigned Head Start cluster.
ILLUSTRATIVE TASKS
Supervises, coordinates and monitors the operation and management of an assigned Head Start cluster with twelve to twenty-eight classrooms. Assures program compliance in areas including education, health, nutrition, social services, mental health, disability and parent involvement. Assures implementation of all requirements for maintaining licenses for assigned comprehensive centers. Assists staff and parents in obtaining assistance for children with behavioral, developmental and/or emotional problems. Plans, organizes and implements a variety of activities designed to increase the self-sufficiency of low-income families. Conducts scheduled meetings and individual conferences with subordinates. Attends or convenes meetings with community and regional agencies to coordinate and facilitate service delivery efforts of organizations in Head Start centers. Maintains contacts with internal and external social service providers to coordinate core services. Assists in grant development, evaluation and modification; identifies training needs and serves as instructor as required; requisitions supplies and equipment; prepares various reports, correspondence and memorandums.
Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance. Performs related work as required.

Thorough knowledge of the organization, operation and administration of Head Start centers. Thorough knowledge of supervisory principles and practices. Thorough knowledge of the principles of business and public administration. Thorough knowledge of local, state and federal regulations governing operations of the Head Start program. Considerable knowledge of the theories and principles of elementary and early childhood education. Considerable knowledge of public relations principles and techniques. Ability to direct and manage operations of an assigned Head Start cluster in accordance with program requirements and departmental policies and procedures. Ability to supervise subordinates in a manner conducive to full performance and high morale. Ability to assure compliance of Head Start operations with programmatic, fiscal and licensing regulations and requirements. Ability to establish and maintain effective working relationships with subordinates, superiors and various public and private officials. Ability to assist in the coordination of service delivery efforts of organizations in Head Start centers. Ability to communicate clearly and concisely, verbally and in writing.
