Headstart & Family Services Administrator
Minimum Qualifications
Graduation from an accredited college or university with a Bachelor's degree in Elementary or Early Childhood Education, Sociology, Social Work or a related field. Three years of professional experience in the implementation of educational programs for young children or in the delivery of human services including two years in a supervisory capacity are required.

NATURE OF WORK

This is advanced responsible supervisory and administrative work in the management of the Head Start program for the Community Action Agency.

An employee in this class is responsible for planning, supervising and coordinating Head Start center operations, the educational component and administrative support functions. Responsibilities include directing operations of various Head Start programs, evaluating and assisting in the development of curriculum models, assuring proper staffing for centers and administrative activities, monitoring center operations for compliance with licensing requirements, conducting site visitations to monitor daily activities and review center documents, and assisting in center accreditation activities. The incumbent exercises considerable independent judgment in providing effective assistance in the management of center operations and various Head Start programs. Supervision is exercised over subordinate field supervisors, Head Start service center employees, educational specialists and clerical employees. General direction is received from an admnistrative superior who holds the incumbent responsible for the professional management of Head Start centers and programs.

ILLUSTRATIVE TASKS

Directs and coordinates the operations of Head Start service centers and Head Start programs through field supervisors; supervises educational specialists engaged curriculum development and employees providing clerical support.

Directs operations of Infant/Toddler programs, Title XX and Chapter 1 programs.

Assists in assuring partnership with private and public agencies on local, state and national levels for funding programs including Tutorial, Literacy, Chapter 1, Title XX, Jump Start and After School.

Evaluates and assists in development of curriculum models including High Scope, 5C's, Multi-Cultural, Tri-lingual, Self Esteem and Astronaut for implementation in selected classrooms.

Identifies proper staffing requirements for Head Start sites/clusters and assures proper staffing levels.

Monitors daily operations of centers to assure compliance with local and state licensing requirements.

Convenes or coordinates meetings with regional and educational coordinators to review and implement work plans.

Visits centers to monitor daily operations and review records of children and staff and other center documentation.

Reviews and assists in the process of centers accreditation.

Prepares reports and correspondence; approves requisitions for equipment, materials and supplies.

Develops and administers budget for Head Start field operations and oversees development of educational component plan and budget.

Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.

Performs related work as required.
