| NATURE OF WORK
This is advanced clerical and public interviewing work in determining eligibility for job training programs or conducting job applicant initial interviews.
Employees in this class are responsible for interviewing applicants and obtaining information necessary to establish eligibility under existing regulations, and for recording background information such as job interests, work experience, education and skills. Information obtained during interview is clearly prescribed but the manner in which facts are secured requires a degree of tact. Some employees in this class may be assigned responsibilities for contacting and informing residents in a defined target area of opportunities for training, employment and other services offered by an area job training center or program. Work requires the use of some initiative and judgment in cooperating with various staff members and the general public. Employees may be assigned to job training centers or programs. Work is performed under an administrative or professional superior who explains new procedures, assists with unusual problems, and reviews completed work for compliance with procedures and efficiency of performance.
ILLUSTRATIVE TASKS
Interviews applicants for job training work experience programs and applicants for manpower job placement; determines eligibility for various programs under existing laws and regulations; reviews applications for completeness; questions applicants to obtain information such as work experience, previous education, training and vocational interests.
Completes all required forms, applicant folders and control cards; refers applicants to appropriate staff member for job placement or counseling.
Maintains records of forms and new clients containing relevant information as to applicant's name, address and telephone number; determines if duplications exist when new applicants are being interviewed; obtains applicant folder for staff members.
Answers telephone inquiries from applicants concerning job listings and established procedures in making applications.
Completes participant information records on referrals hired; follows up by telephone on participants to determine if they were employed and reports information to superior.
Reviews client skills, knowledges and abilities in relation to existing openings; instructs and counsels applicants with regard to preparing resumes, applications, and appropriate grooming for job interviews.
Assists in preparing written reports required by federal agencies or other requesting sources covering the number of referrals made or placements completed for a given period, or other information.
Keeps informed on job training vacancies to be filled; visits neighborhood facilities and organizations which serve as gathering places in order to interest potential enrollees; explains services provided and refers them for more detailed interviews as required.
Performs related work as required.
KNOWLEDGES, ABILITIES AND SKILLS
Knowledge of established job training procedures in interviewing, enrollment in training and referral of job applicants.
Knowledge of interviewing techniques as applied to the obtaining of applicant background information.
Knowledge of the rules and regulations governing eligibility for job training programs.
Knowledge of established job training procedures in the completion of required applicant records.
Knowledge of established job training procedures in recruitment of enrollees.
Some knowledge of the social service referral system in the local area assigned.
Some knowledge of job training procedures in job placement of enrollees and applicants who have completed training.
Ability to obtain all necessary information from applicants for enrollment or job referrals.
Ability to understand and carry out moderately complex oral and written instructions.
Ability to complete necessary records and reports promptly and accurately.
Ability to assist enrollees and applicants in achieving training and employment objectives.
Ability to keep informed on job openings in the area of assignment.
Ability to screen applicant backgrounds against job opening notices.
Ability to interest potential enrollees in job training programs.
MINIMUM QUALIFICATIONS
Graduation from an accredited high school. GED or high school equivalence is acceptable. One year of public contact or clerical experience to include interviewing is required.
