Job Training Supervisor
Minimum Qualifications
Bachelor's degree. One year of experience in youth employment programs is required.

NATURE OF WORK

This is advanced professional and supervisory assessment, career and job development work in a job training employment program.

An employee in this class is responsible for planning and supervising the work of subordinate staff engaged in recruitment, assessment, referral and placement activities. Emphasis of the work is on the coordination of program activities and records, and maintaining various relationships with training, employment, social service and community organizations. Supervision is exercised over subordinate professional and clerical employees with assigned responsibilities in various area of the program's operation. Work is performed under the general supervision of an administrative superior who reviews completed reports, consults on difficult or unusual problems and evaluates work for adherence of Federal, state and local requirements.

ILLUSTRATIVE TASKS

Plans, assigns and supervises the work of subordinate staff engaged in recruitment, assessment and placement activities; evaluates work in progress; assists staff with difficult problems.

Supervises the development and maintenance of a variety of assessment and placement records; maintains available training, employment and social service referral records.

Prepares and submits statistical and narrative reports of all program activities; collects, reviews and verifies reports completed by subordinate staff; establishes and maintains a system for the distribution of enrollees pay checks; reviews mileage reimbursement requests submitted by subordinate staff.

Conducts staff meetings to coordinate work functions; discusses plans, problem areas and program objectives; provides direction and suggestions regarding career development, counseling and problem solving techniques; supervises the development of Employability Development Plans.

Supervises and conducts enrollee orientation sessions; presents visual and informational materials regarding program objectives, labor market trends and self-development concepts.

Visits representatives of the private and public labor market sectors to establish rapport, solicit training and employment opportunities and explain program objectives.

Visits social service agencies to secure supportive service referral opportunities; visits established training and employment sites to discuss significant problems regarding enrollees' progress and program objectives.

Monitors client flow and office operational procedures to assure efficient operations; keep informed of current trends and possible openings in the training and labor industry.

Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.

Performs related work as required.

KNOWLEDGES, ABILITIES AND SKILLS

Considerable knowledge of Federal, state and local regulations which govern the requirement, selection, evaluation and placement of targeted groups in training and employment programs.

Considerable knowledge of established policies and procedures which govern the maintenance of program and participant records.

Considerable knowledge of counseling techniques utilized in the identification and analysis of educational, employment and supportive service needs of targeted groups.

Considerable knowledge of a variety of occupational inventories and tests, scoring methods and interpretation of results.

Considerable knowledge of labor market trends in Dade County.

Considerable knowledge of social service referral agencies in Dade County.

Considerable knowledge of office methods and procedures.

Knowledge of supervisory principles and practices.

Ability to supervise subordinates in a manner conducive to full performance and high morale.

Ability to supervise the preparation of accurate and complete statistical and narrative reports.

Ability to design, develop and supervise the implementation of office and recordkeeping procedures and enrollee orientation sessions.

Ability to communicate effectively, verbally and in writing.

Ability to evaluate the current labor market trends in Dade County.

Ability to establish effective working relationships with a variety of educational, vocational and employment representatives.
