SFETC Policy Coordinator
Minimum Qualifications
Bachelor's degree. Two years of experience in public policy analysis and/or the planning, development, management, or evaluation of employment, youth or training programs are required.

NATURE OF WORK

This is advanced and responsible administrative work in policy development and coordination for the South Florida Employment and Training Consortium.

Employees in this class are responsible for formulating policy initiatives in the design, development and implementation of either training, youth or employment programs. One incumbent in this class is responsible for the development of policy direction in each program area for the consortium in Monroe County. Work includes developing comprehensive databases in each program area, developing grants for discretionary programs and meeting with various local officials, civic leaders and advisory groups to develop policy strategies. Incumbents exercise considerable knowledge of manpower programming and policy as well as independent judgment in formulating recommendations for policy directions within their area of responsibility. General supervision is received from an administrative superior who holds incumbents responsible for effective program development through personal conferences and written reports.

ILLUSTRATIVE TASKS

Develops policy initiatives related to design, development and implementation of employment and training programs for public service employment.

Develops policy initiatives related to design, development and implementation of employment and training programs with particular emphasis on youth programming.

Develops policy initiatives related to design, development and implementation of all consortium training programs.

Develops policy initiatives related to design, development and implementation of employment, training and youth programs for the consortium in Monroe County.

Initiates and coordinates the development of grant applications for employment, youth or training programs.

Develops, coordinates and implements work plans for various councils including specific planning frameworks in employment, youth or training programming.

Develops studies pertaining to needs in the area of assignment in conjunction with other social, educational and economic activities of the community.

Gathers and analyzes demographic, economic, training and employment data to develop a comprehensive data base related to the area of assignment.

Meets with local officials and civic leaders; prepares and presents information in order to refine and develop a factual basis for policy strategies.

Performs related work as required.

KNOWLEDGES, ABILITIES AND SKILLS

Thorough knowledge of departmental policies, procedures, goals and objectives.

Thorough knowledge of the particular goals and objectives of employment, youth and training programming.

Thorough knowledge of research techniques and the sources and availability of current information and developments in manpower programming.

Considerable knowledge of the organizational structure and function of the consortium and various advisory and civic groups.

Considerable knowledge of the demographic and employment characteristics of the geographical area of assignment.

Ability to exercise judgment and discretion in devising and developing employment, youth and training programs.

Ability to discern and extract pertinent facts from written materials and formulate effective policy recommendations.

Ability to establish and maintain effective working relationships with peers, superiors, governmental officials, advisory groups and public leaders.

Ability to express ideas clearly and concisely, verbally and in writing, to groups and individuals.

Ability to prepare detailed, comprehensive reports.
