| NATURE OF WORK
This is advanced and responsible administrative and supervisory work in supervising, planning, and implementing accomodation and ADA compliance activities for the South Florida Employment and Training Consortium department.
An employee in this class is responsible for supervising, planning, organizing and implementing ADA compliance and accomodation activities for the SFETC Department, One Stop Career Centers and Youth Opportunity Centers. Responsibilities include conducting investigations on allegations of non-compliance; writing reports; conducting field audits to assess site accessibility, equipment needs and facilitate their acquisitionand/or implementation; developing ADA compliance procedures: serving as liaison with other agencies on employment and training issues for the disabled; and providing training to departmental and center staff on sensitive issues and non-discriminatory practices as stated by the American with Disabilities Act. The incumbent exercises considerable independent judgement in the application of ADA accomodation and compliance activites. Supervision may be exercised over professional and clerical subordinates with assigned responsibilities in various phases of operations. General direction is received from the Director, SFETC Administration who holds the incumbent responsible for the professional management of departmental ADA compliance functions.
ILLUSTRATIVE TASKS
Serves as the South Florida Workforce principal liaison with local, state and federal agencies, and with community-based organizations on matters pertaining to employment and training services to individuals with disabilities.
Establishes and/or implements internal policies and procedures to ensure all parties are knowledgeable about and comply with the disability-related requirements of the Welfare Innovation Act (WIA), as well as implementing the regulations.
Provides training to designated individuals and service providers in the one-stop centers on services to individuals with disabilities.
Works with job placement staff and employers to enhance the referral and placement of individuals with disabilities.
Ensures that program accessibility is assessed and any identified deficiencies are addressed, with timetables for deficiency correction in each one-stop center or training facility.
Develops and maintains a relationship with public and private sector agencies, firms, and organizations that provide services to individuals with disabilities and provides outreach; developes a relationship and maintains liaison with community-based organizations.
Conducts satisfaction surveys of customers with disabilities during visits to one-stop centers and service-provider sites.
Identifies and routinely researches internet web sites that address services to individuals with disabilities; attends conferences and meetings.
Prepares ad hoc reports on services to individuals with disabilities.
Reviews current and proposed position descriptions to ensure that they do not unlawfully discriminate against individuals with disabilities.
Advises Director of Administration on potential appointments of individuals with disabilities to advisory boards and committees.
Advises SFW human resources staff on the development and dissemination of position-vacancy announcements and advertisements to ensure compliance with applicable disability laws and regulations
Reviews informational brochures and registration materials, signage and related material to ensure compliance with applicable disability laws and regulations; arranging for development in alternative formats, where appropriate.
Ensures that SFW, one-stop operators and service provider staff are aware of the requirements for confidentiality in record keeping.
Ensures hat job placement staff and employers are informed about the use of pre-employment medical inquiries.
Reviews proposed and enacted legislation and court rulings that affect programs and services to individuals with disabilities; advising the Director of Administration accordingly.
Performs related work as required.
KNOWLEDGES, ABILITIES AND SKILLS
Thorough knowledge of the principles of general management, public and business administration and their application to governmental administration.
Thorough knowledge of the ADA act and general policies and procedures used by the County for compliance.
Thorough knowledge of applicable state, federal and county laws, rules and regulations pertaining to departmental operations and the Workforce Investment Act.
Thorough knowledge of the principles of public personnel administration and of county personnel policies and procedures.
Considerable knowledge of basic investigation techniques and reporting procedures.

Ability to develop and implement an ADA compliance program and procedures and to evaluate its effectiveness.

Ability to exercise judgment and discretion in interpreting and enforcing department or county-wide rules, regulations, policies or procedures.
Ability to delegate authority to subordinates necessary to complete responsibilities in various management functions.

Ability to express ideas and information clearly and concisely, both verbally and in writing.
Ability to train employees and subordinates in the area of ADA compliance.
Ability to discern and extract pertinent facts from oral and written guidelines, policies and procedures related to ADA compliance and apply them to a variety of problems.
