Fire Management Analyst
Minimum Qualifications
Bachelor's degree in Industrial Engineering, Computer Science, Business Administration, Public Administration or related field. One year of professional experience developing or assisting in the development of research projects, productivity analysis, operations planning, statistical analysis, quality control projects or similar analytical activities is required.

NATURE OF WORK

This is advanced professional work in the analysis, design, and improvement of management information systems for the Miami-Dade Fire Rescue Department.

Employees in this class are responsible for analysis, design, and improvement of resource allocations, methods, and standards, organization structures and management reporting systems, by conducting detailed studies using management principles and techniques. Emphasis of the work is on completion of projects and studies in various Fire Department activities in order to improve work methods, employee utilization, quality controls, and other operations which will reduce or stabilize costs and improve fire/rescue service levels. Incumbents work with considerable independence in the application of advanced management information systems techniques to complex analytical studies. Supervision is received from a professional superior who assists in establishing goals and resolving complex problems, and reviews work for quality of results and achievement of objectives.

ILLUSTRATIVE TASKS

Meets with departmental officials to discuss current problems in fire management information and desired improvements prior to undertaking studies; recommends approach to projects and estimates time required; conducts studies in various fire rescue divisions independently or as a team member.

Reviews reporting requirements and current generation of technical or management information data; determines areas which could benefit from computerization and assists in development.

Coordinates programming requests, coding changes, new codes, new data elements, and other modifications to the Fire Rescue System.

Discusses completed studies with department supervisors and management; explains work measurement basis and sampling activity, data, and revision in work procedures.

Retrieves information stored in various data bases, conducts statistical analyses and prepares required reports.

Designs and generates source documents containing tables, statistical analysis, and narrative to answer queries and formal requests.

Maintains and updates computer generated batch reports for distribution on a timely basis to users of the Incident Reporting System.

Maintains a MIS document library of incident activity and other information.

Keeps abreast of new developments in the MIS field, and analyzes new and modified software for application to the fire service.

Performs related work as required.

KNOWLEDGES, ABILITIES, AND SKILLS

Considerable knowledge of the principles of management, business and public administration, computer science, and industrial engineering.

Considerable knowledge of the principles and practices of management information systems as applied to fire/rescue services.

Considerable knowledge of mathematics and statistical methods.

Knowledge of computer programming and systems analysis.

Knowledge of research techniques and sources and availability of current information.

Knowledge of the purpose, operation, and function of Fire Rescue Department information systems.

Ability to conduct or participate in complex management information systems projects and studies.

Ability to utilize various statistical techniques in the analysis, design, and improvement of emergency service activities.

Ability to use resourcefulness and sound judgment in the collection of data necessary to conduct management studies.

Ability to understand and evaluate user information system requirements.

Ability to communicate clearly and concisely, verbally, and in writing.
