| NATURE OF WORK
This is highly responsible professional managerial work in directing activities of the Administrative Division of the Miami-Dade Fire Rescue Department.
An employee in this class is responsible for planning, coordinating and supervising division operations in financial management, procurement, central records, personnel management, and related administrative areas. Emphasis of the work is on supervising accounts receivable and accounts payable, directing departmental personnel activities, and coordinating central records management activities. The incumbent exercise considerable independent judgement and professional managerial knowledge in the management of a variety of financial and administrative services, and in the resolution of administrative problems. Supervision is exercised over a staff of professional, technical and clerical subordinates engaged in various phases of division operations. General supervision is received from an Assistant Director for Fire Administration who reviews work through written reports and personal conferences, and holds the incumbent responsible for the effective and professional management of division functions and services.
ILLUSTRATIVE TASKS
Plans, assigns and reviews the work of the Finance Bureau, engaged in providing budget assistance and monitoring, accounts receivables, billing and collections, accounts payable, petty cash, and automation of departmental accounting systems.
Acts as signatory authority for departmental purchases.
Supervises central records activities in processing incoming reports of alarms, retrieval of records, collection of fees and responding to subpoenas.
Supervises departmental personnel activities in payroll, implementing and maintaining provisions of collective bargaining agreements, recruitment and applicant processing, interview panel coordination, performance evaluation processing, classification actions, educational incentive programs, tuition refund, and related personnel functions; coordinates departmental affirmative action activities.
Assists in labor management activities; interprets provisions of collective bargaining agreements; assists in processing disciplinary actions and employee grievances.
Participates in drafting; reviewing and implementing policies and procedures concerning disciplinary actions, appeals, grievances, payroll, revenue collection, performance evaluations and other matters.
Assists in drafting agenda items, contracts and requests for proposals.
Makes recommendations regarding hiring, discipline and promotion of subordinates; authorized leave and overtime evaluates and rates employee performance.
Performs related work as required.
