MDPD Environmental Crime Investigation Administrator
Minimum Qualifications
Graduation from an accredited college or university with a Bachelor's degree in Physical Science, Environmental Science, Natural Science or related field. Four years of progressively responsible experience in environmental enforcement to include two years of experience preparing or directing the preparation of environmental enforcement cases for court action are required. OR Possession of a Juris Doctorate Degree from an accredited college or university. Two years of experience preparing or directing the preparation of environmental cases for court action are required.

NATURE OF WORK

This is advanced supervisory and administrative work directing the investigation of environmental crimes for the Miami-Dade Police Department.

An employee in this class is responsible for the supervision and training of subordinate scientists and law enforcement officers engaged in environmental crimes investigation. Responsibilities include case screening, selection and assignment; development of scientific investigative strategies; reviewing work of subordinates; unit administration; department liaison functions; coordinating with other units, departments, and agencies for effective communication; and unified investigative strategy and critical incident management. Supervision is exercised over a group of professional, technical, and clerical employees and assignments are reviewed for completion of objectives. General direction is received from an administrative superior who holds the incumbent responsible for the professional management of unit operations and achievement of desired goals and objectives.

ILLUSTRATIVE TASKS

Coordinates and supervises chemical and biological crimes investigations pursued jointly by local, state and federal agencies.

Evaluates chemical and biological crime trends and patterns, and maintains a science crimes integrated geographic information system layer for multi-agency use.

Responds to and commands chemical, biological, and hazardous material emergencies of a critical nature; coordinates with responding agencies; and addresses public and personal safety.

Supervises a unit of science officers, law enforcement officers, and environmental specialists assigned to investigate chemical and biological crimes.

Conducts case screening and selection and reviews work products of subordinates for scientific accuracy and appropriate legal procedure.

Reviews draft criminal charging documents, affidavits, and assists in screening criminal arrest and search warrants.

Conducts unit meetings, prepares work plans, major reports, and directs enforcement activities for chemical and biological crimes.

Prepares budget documents, controls purchasing, tracks accounts receivable, and balances unit budget.

Documents work activities, equipment utilization and operation, presents findings, justifies project needs and recommends solutions.

Directs database development and maintenance for tracking of unit activities and functions.

Conducts educational and training programs for science and law enforcement personnel on chemical and biological crimes investigations.

Makes recommendations regarding hiring, corrective actions, and promotion of subordinate; and evaluates and rates employee performance.

KNOWLEDGE, ABILITY AND SKILLS

Thorough knowledge of scientific and engineering concepts as pertains to air, water and soil pollution or contaminant incursion.

Thorough knowledge of industrial processes, pollution potential, chemical fate and transport and risk assessment.

Thorough knowledge of law enforcement methods, practices and techniques and criminal investigation procedures relating to science crimes.

Thorough knowledge of supervisory principles and practices.

Considerable knowledge of safety concerns and quality assurance protocols for chemical and biological crimes scenes.

Ability to interpret scientific data and comprehend science-base laws.

Ability to function as on-scene incident commander, exercise appropriate judgment and wear all levels of personal protective equipment to minimize chemical exposure.

Ability to enforce laws with firmness, impartiality and respect for individual rights.

Ability to conceive, plan and conduct work in areas that have considerable scope and complexity.

Physical strength and agility sufficient to perform assigned duties.
