| Bachelor's degree in Engineering, Construction Management or a related field and one year of experience inspecting pipeline, structural or paving construction projects; completion of 60 semester credits to include 10 semester credits in Engineering or Construction Management and three years of experience inspecting pipeline, structural or paving construction projects; or Miami-Dade County Engineering Certificates of Eligibility in Pipeline, Paving, and Plant Construction or Structure and two years of experience in inspecting pipeline, structural or paving construction projects are required. | NATURE OF WORK
This is advanced technical and supervisory work in the management of water and sewer construction projects. Employees in this class are responsible for supervising and managing the work of contractors engaged in the construction of a variety of water and sewer pipelines, buildings, and related facilities. Emphasis of the work is on supervising subordinate construction inspectors engaged in monitoring field construction activities, coordinating the review of as-built drawings, arranging for the resolution of complaints, notifying contractors of defects and ensuring their correction, scheduling and coordinating inspection work, and resolving complex technical problems to ensure compliance with contract specifications and warranty provisions. Incumbents exercise considerable independent judgment in the application of construction and engineering knowledges to the management of large and complex water and sewer construction projects. Supervision is exercised over a staff of construction inspectors engaged in monitoring construction activities for compliance with plans and specifications. Supervision is received from an administrative superior who reviews work for the effective management of water and sewer construction projects through all phases of the construction process.
ILLUSTRATIVE TASKS
Plans, assigns, and reviews the work of subordinate construction inspectors engaged in monitoring contractor performance for conformance with project plans and specifications. Coordinates the review of as-built drawings submitted by contractors for correctness and accuracy; arranges for resolution of complaints; serves notice for correction of defects by contractor during warranty period; schedules inspections at the end of warranty period and ensures correction of defects. Schedules and coordinates construction inspection work and the production of various productivity reports. Analyzes and resolves complicated technical problems in reference to compliance to contract specifications and during warranty administration. Prepares initial drafts for complaints. Handles all vehicle inspections and irregularities. Attends pre-construction meetings, as required. Makes recommendations regarding hiring, discipline, and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance. Performs related work as required.

Considerable knowledge of the principles, practices, and methods of engineering design and construction work. Considerable knowledge of the design characteristics of a wide variety of water and sewer utility structures and related facilities. Considerable knowledge of construction plans and specifications pertaining to the construction of water and sewer projects. Considerable knowledge of building materials, methods and construction systems. Knowledge of reports, records, and forms related to utility construction projects. Knowledge of supervisory principles and practices. Ability to manage and coordinate the inspection of water and sewer construction projects for conformance with contract plans and specifications. Ability to supervise subordinates in a manner conducive to full performance and high morale. Ability to understand architectural and engineering drawings and specifications related to water and sewer construction projects. Ability to analyze and resolve complex technical problems in the construction of utility structures and facilities. Ability to ensure compliance of contractors to contract plans and specifications.
