| NATURE OF WORK
This is advanced technical, administrative, and supervisory work in the management of water and sewer construction projects. Employees in this class are responsible for supervising, administering and managing the work of contractors engaged in the construction of a variety of water and sewer pipelines, buildings and related facilities. Responsibilities include supervising subordinate construction supervisors and construction inspectors engaged in monitoring field construction activities, scheduling and attending pre-construction meetings, resolving complex technical problems concerning contract specifications and warranties, assisting in the negotiation of bids and estimates, conducting periodic inspections of projects and preparing progress reports, and coordinating various meetings with prime contractors, subcontractors and departmental staff. Incumbents exercise considerable independent judgment in the application of construction and engineering knowledges to the management and administration of large and complex water and sewer construction projects. Supervision is exercised over a staff of construction supervisors and construction inspectors engaged in monitoring and managing construction activities for compliance with plans and specifications. Supervision is received from an administrative superior who reviews work through personal conferences and written reports for effective management of water and sewer construction projects through all phases of the construction process.
ILLUSTRATIVE TASKS
Plans, assigns, and reviews the work of subordinate construction supervisors and construction inspectors engaged in monitoring and managing water and sewer construction projects for conformance with project plans and specifications. Resolves complaints and approves notices for correction of defects by contractors and developers during the warranty period. Schedules and attends pre-construction meetings between department officials, contractors, developers and other affected agencies. Performs administrative functions concerning the resolution of complex technical construction problems pertaining to contract specifications and warranty administration. Provides administrative assistance to chief project engineers and others in the negotiation of bids and estimates; initiates change orders. Serves as a liaison between the department and the consulting engineer of record. Conducts periodic inspections of each construction project and prepares status reports. Coordinates various meetings with prime contractors, subcontractors, departmental officials, and inspection employees. Makes recommendations regarding hiring, discipline, and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance. Performs related work as required.

Ability to understand complex architectural and engineering drawings and specifications related to water and sewer construction projects. Ability to analyze and resolve complex technical problems in the construction of utility structures and facilities. Ability to ensure compliance of contractors to contract plans and specifications.
