W & S Construction Scheduling & Claims Analyst
Minimum Qualifications
Bachelor's degree in Engineering, Construction Management or related field. Three years of administrative experience in estimating, planning and/or scheduling work of engineering and construction projects to include claims analysis are required. Must possess a Driver license.
Job Specifications
NATURE OF WORK

This is professional and technical work developing, implementing and updating design and construction schedules for water & sewer capital projects.

An employee in this class prepares scheduling specifications, reviews and approves contractor and consultant schedules, and monitors progress of contractors against baseline schedules. Additional responsibilities include advising superiors of delays or other issues that would affect projects, and preparing progress reports and other reports concerning the status of capital projects. The incumbent exercises considerable independent judgment in monitoring projects to identify delays which could affect completion dates and project costs. Supervision is received from a professional superior who holds the incumbent responsible for the effective management of project scheduling and related activities.

ILLUSTRATIVE TASKS

Reviews and approves contractor and consultant schedules; reviews baseline schedules submitted by consultants and contractors prior to commencement of work; monitors contractor's progress against baseline schedules on a monthly basis; advises and reports to superiors on delays and other scheduling issues which could affect the project.

Develops, implements and monitors updates to the schedules for the design phase of water & sewer capital projects utilizing computer scheduling software.

Reviews scheduling specifications for water & sewer capital projects of varying cost, size and degree of complexity; recommends scheduling specifications required for individual contracts.

Develops and reviews preliminary schedules; attends meetings with consultants and contractors, identifies scheduling problems; reviews requests by contractors for time extensions and provides solutions to scheduling problems; identifies causes for project delays.

Prepares a water & sewer capital projects monthly report detailing the current status of capital projects and including sections for proposed progress during the month, planned progress during the next month, schedule updates, status of claims and other significant issues related to projects.

Prepares or monitors weekly progress reports concerning project status.

Reviews and processes claims from contractors and provides assistance in their resolution.

Performs related work as required.

KNOWLEDGES, SKILLS AND ABILITIES

Thorough knowledge of the principles and practices of scheduling capital construction projects.

Considerable knowledge of the principles, practices and methods of architectural planning, design and construction and related engineering work.

Considerable knowledge of contracts, forms and procedures relative to building construction activities.

Considerable knowledge of architectural and engineering plans and specifications.

Considerable knowledge of the operation of project management software.

Ability to recommend and prepare scheduling specifications required for construction contracts.

Ability to identify scheduling problems, identify causes for project delays and provide solutions.
