W & S Business Process Manager
Minimum Qualifications
Bachelor's degree in Computer Science, Management Information Systems, Business Administration or related field. A minimum of two to four years of progressively responsible experience in customer information systems (CIS) or other complex financial information systems environment to include supervisory experience are required.
Job Specifications
NATURE OF WORK

This is advanced professional and managerial work, planning, managing and coordinating the activities of a Financial System for the Miami-Dade Water & Sewer Department. An incumbent in this class is responsible for the development, preparation and management of the project's operating and capital budgets and for the long-term operation, maintenance and enhancement of the system. The incumbent exercises independent judgment administering the resources, funding and equipment involved in various automation projects. Supervision is exercised over professional personnel engaged in studies and reviews of departmental processes, procedures and policies as they relate to Financial Systems. General direction is received from an administrative superior who holds the incumbent responsible for the professional management of enhancements and upgrades and organizational change management activities associated with the implementation of a financial system.

ILLUSTRATIVE TASKS

Assists with the design, development, and implementation of financial systems, which include the analysis and the changes needed in functional activities.

Assists in instituting modifications requested by end users; provides assistance, problem resolution and functional support to users of the department's Financial Systems.

Provides assistance in the development of personal computer applications; determines feasibility of proposed programs and makes recommendations; coordinates meetings with end users to assure that automated needs are fully analyzed and met.

Monitors installation of computer equipment, billings and other reports related to computer technology; develops schedules and oversees user training for operation of a Financial System and the related applications including ad hoc query tools.

Develops and maintains project plans to ensure appropriate planning and coordination of related activities; monitors and administers contracts between the County and various consultants and/or sub-contractors including authorization of all expenditures; develops prepares and monitors the Project's operating and capital budgets.

Acts as a liaison between the Financial System user community, the vendors, Enterprise Technology Services Department (ETSD) and the Miami-Dade Water & Sewer Management Information System (MIS) Division, responsible for operating, maintaining and enhancing the system and related applications.

Coordinates and facilitates the development of user requirements, functional design and specifications for modifications and enhancements to be performed by MIS or vendor staff; prioritizes, assesses and coordinates the implementation and testing of all modifications or enhancements and new releases.

Reviews and prepares statistical reports; checks for system errors due to data entry or faulty programming; designs and assists in the redesign of existing forms to meet changing data processing requirements.

Assist with the management of organizational change management activities association with the ERP, CIS or other related financial systems.

Coordinates the work of professional, technical, clerical and specialized employees engaged in the implementation of new computerized financial systems; provides user support and enhancements to on-line documentation.

Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.

Performs related work as required.
