NATURE OF WORK

This is advanced professional work with supervisory responsibility in the management of an equal employment opportunity program for the Miami-Dade Water and Sewer Department. An employee in this class is responsible for managing and supervising an equal employment opportunity program to ensure departmental equal employment opportunities for minorities, women and the physically disabled. Responsibilities include developing affirmative action goals and objectives; preparing and distributing information concerning the affirmative action program; investigating affirmative action complaints; maintaining investigative files; orienting employment interview panels to established guidelines; preparing and administering a departmental complaint procedure; and developing cultural diversity programs. The incumbent exercises considerable independent judgment in the application of local, state and federal regulations to a variety of affirmative action issues. Supervision is exercised over subordinate administrative and clerical employees assisting with various phases of the work. General supervision is received from an administrative superior who holds the incumbent responsible for the professional management of the departmental affirmative action program and achievement of established goals and objectives.

ILLUSTRATIVE TASKS

Plans, assigns and reviews the work of subordinate administrative and clerical employees engaged in performing various duties in support of a departmental affirmative action program.

Investigates a variety of alleged complaints from departmental employees related to violations of equal employment opportunity guidelines; interviews employees to determine validity of complaint and whether the complaint is covered under affirmative action rules and regulations; explains established affirmative action laws and County grievance procedures and attempts to resolve affirmative action complaints.

Develops and recommends achievable departmental affirmative action goals; recommends affirmative action policies and procedures which reinforce organizational goals and objectives.

Develops and distributes the departmental affirmative action plan including fair employment practices and procedures and prepares annual updates.

Maintains affirmative action files and related records.

Provides orientation for all employment interview panels to ensure the affirmative action guidelines are followed.

Prepares and installs departmental affirmative action complaint procedures.

Develops departmental cultural diversity programs and supervises training on affirmative action issues.

Functions as the department's liaison in affirmative action and Equal Employment Opportunity commission (EEOC) complaints in coordinating with the County Attorney Office.

Makes recommendations regarding hiring, discipline and promotion of subordinates; authorizes leave and overtime; evaluates and rates employee performance.

Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of local, state and federal regulations pertaining to equal employment opportunity and affirmative action.

Thorough knowledge of the goals and objectives of the Miami-Dade Water & Sewer Department affirmative action program.

Thorough knowledge of investigative techniques and methods of research pertaining to affirmative action complaints.

Considerable knowledge of public relations principles and techniques.

Considerable knowledge of the records, forms and reports required in the area of assignment.

Knowledge of supervisory principles and practices.

Ability to manage and supervise an equal opportunity program for the Miami-Dade Water & Sewer Department.

Ability to supervise subordinates in a manner conducive to full performance and high morale.

Ability to monitor an affirmative action plan for compliance with local, state and federal regulations.

Ability to analyze affirmative action complaints and problems and make effective recommendations for their resolution.

Ability to establish and maintain effective working relationships with subordinates, superiors, departmental employees and officials.

Ability to communicate clearly and concisely, verbally and in writing.
