Assistant Utilities Damages Investigator
Minimum Qualifications
High school diploma or GED. One year of experience investigating and assessing property damages is required; or one year of experience inspecting water and sewer facilities is required. Must possess a Driver license.

NATURE OF WORK

This is specialized administrative work assisting in the investigation of damages to facilities of the Miami-Dade Water and Sewer Department.

An employee in this class is responsible for assisting in inspecting, documenting and determining liability for damages to water and sewer departmental property. Responsibilities include conducting interviews of witnesses and potentially liable parties, taking signed and sworn statements, taking photographs and measurements at sites where property damage has occurred, testifying in court as an expert witness, and preparing reports and correspondence concerning investigative findings. Supervision is received from an administrative superior who reviews work for effective assistance in utilities damages investigations.

ILLUSTRATIVE TASKS

Assists in field investigations by conducting interviews of witnesses and potentially liable parties, taking signed and sworn statements, taking photographs and measurements at sites where property damage has occurred, and testifying in court proceedings as an expert witness.

Performs a variety of administrative activities in support of investigations and assessment of damages to utility facilities.

Prepares reports and correspondence concerning investigative findings and results; proposes courses of action; assists in making recommendations concerning liability of parties including developers, contractors and property owners.

Coordinates work with employees engaged in preparation of invoices and billings for job order claims involving repairs and other related claims to enhance collection efforts.

Performs related work as required.

Knowledge of practices and techniques used in the investigation and documentation of property damages.

Knowledge of the rules of evidence as they relate to the preparation of courts cases.

Knowledge of departmental rules and regulations pertaining to the investigation and assessment of property damages.

Knowledge of public relations principles and techniques.

Knowledge of general office practices and procedures.

Ability to provide effective assistance in the inspection, investigation and assessment of damages to utility facilities.

Ability to inspect property damage sites and gather evidential information.

Ability to obtain information through interview and investigative methods.

Ability to analyze information and make recommendations concerning liability for property damage.

Ability to explain departmental policies and procedures to contractors, developers and property owners in a courteous and tactful manner.

Ability to communicate clearly and concisely, verbally and in writing.
